SUBJECT: Property Transfer - Downtown Redevelopment Project
Background/DIscussion
In order for the Redevelopment Agency to complete the interim borrowing which
was authorized by the Council on March 28, 1978, it is now necessary for the
Council to authorize the transfer of ownership of the City and ParkLng Authority-
owned land in the Downtown Redevelopment Project to the Redevelopment Agency.
A two-stage transfer is required for the Parking Authority parcels (196-910,
196-911, 197-900 and 197-903). These parcels must first be transferred to the
City by a two-thirds vote of the legislative body of the City in accordance with
Section 32667 of the California Parking Law of 1949. Subsequently, the ownership
can be transferred from the CIty to the Redevelopment Agency by adoption of the
attached resolutions by five affir~atlve votes of the me~bers of t~e Council.
Approval of the attached resolutions wi1 I complete the property transfer.
Recommendation
It is recommended that the Council adopt the attached resolutions:
a) A Resolution AuthoriZing the Transfer of Certain Property of the Parking
Authority to the City; and
b) A Resolution Authorizing the Transfer of Certain City-Owned Property to the
Redevelopment Agency.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AUTHORIZING THE
TRANSFER OF CERTAIN PROPERTY OF THE
PARKING AUTHORITY TO THE CITY.
WHEREAS, on March 28, 1978, the City Council of the Clty
of Santa Monica authorized the Redevelopment Agency of the City
of Santa Monica to issue a $3,700,000 Promissory Note; and
l>iHEREAS, in order to complete t!;e issuance of t:le note,
it is necessary to transfer title of certain Parking Authority
owned land to the CltYi and
WHEREAS, the Parking Law of 1949 (Section 32500 et seq.
of the California Streets and Hlghways Code), and particularly
Section 32667 thereofr state;:; that "at any time after the actlvation
of a parking authoritYr the legislative body by a two-thlrds vote
may adopt a resolution transferring the property of the authority
to the city," provided that such transfer shall not be made in
contravention of any covenant or agreement made with the holders
of bonds of the authority issued and outstandlng."
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Manager and Executive Director
of the Parking Authority of the City of Santa Yonica be and hereby
are authorized to effect a transfer of ownership to the Clty of

Santa Monica of that property described as:
EXHIBIT A (Attached)
SECTION 2. That transfer of said property by the Parking
Authority does not contravene any agreement or covenant made with
the holders of Parking Authority bonds issued and outstanding.
SECTION 3. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
