SUBJECT: Recommendation to Approve Resolutions Authorizing
submittal of state and Federal Funding Applications
for Homeless Services
INTRODUCTION
This report transmits three resolutions authorizing the City
Manager to submit funding proposals to the State Department of
Housing and community Development and to the U.S. Department of
Housing and Urban Development for possible funding for homeless
services in the community.
BACKGROUND
In July of 1987, the Federal stewart B. McKinney Homeless
Assistance Act was signed into law, making additional funding
available for the rehabilitation of facilities and operation of
community-based services to the homeless. Covering a wide range
of services and utilizing existing funding mechanisms through
several Federal Departments and state and County governments, the
MCKinney Act is intended to channel funds into local communities
who are experiencing a continuing or increasing number of
homeless individuals.
Ci ty staff, County officials, and local
services providers have been assessing the feasibility of
applying for funding under the McKinney Act as well as reviewing

funding opportunities available through the state. The following
discussion highlights those areas of funding where the locality
(i.e., the city of Santa Monica) is the appropriate or required
applicant for this funding.
DISCUSSION
(1) Federal Emergency Shelter Grant (FESG) Program This
component of the McKinney Homeless Assistance Act makes funds
available to local units of government for rehabilitation and
operation of homeless shelters. Funding applications must be
submitted by the City but may be subcontracted to local
non-profit organizations. Any community which receives an
entitlement under the Community Development Block Grant (CDBG)
program and would receive a FESG entitlement exceeding $ 30, 000
automatically receives this entitlement directly for use in the
community. All entitlements falling under this threshhold are
allocated to the State for distribution. While Santa Monica is a
CDBG entitlement city, it's shelter entitlement is less than the
minimum threshhold to receive these funds directly. Therefore, a
funding application must be made to the state to qualify.
Staff is currently reviewing possible uses of these funds for
rehabilitation of shelter facilities. The attached resolution
authorizes the City Manager to prepare and submit an application
to the State Department of Housing and Community Development for
possible funding under this entitlement program.
(2) state Emergency Shelter Program This ongoing program
administered by the state Department of Housing and community

Development makes funds available each year for shel ter
rehabilitation, furnishings and equipment, and operations (to a
limited degree). In the past, Ocean Park Community Center has
received these funds directly for its she 1 ter operations and
equipment. However, recent changes in legislation allows the
ci ty , as a continuous funder of homeless services, to apply
directly and on behalf of local service providers. This allows
for consolidation of proposals and efficiencies in program
monitoring. staff is currently working with Ocean Park Community
Center to identify the best use of these funds including new
equipment and furnishings for any possible shelter opportunities
funded under the above FESG program. The attached resolution
authorizes the City Manager to submit an application, on behalf
of Ocean Park Community Center and the City.
(3) supplemental Assistance to Assist the Homeless The
McKinney Act also makes funds available for comprehensive
services to the homeless through a special discretionary fund of
the u.s. Department of Housing and Urban Development. Priority
is given to communities providing a comprehensive range of
services (such as in Santa Monica) but need some assistance in
IIfilling in the gaps." Currently the city is working with
service providers, and the County of Los Angeles to identify
those gaps and formulate a funding plan for submission under this
special program. The attached resolution would authorize the
City Manager to prepare and submit a funding proposal for
supplemental assistance designed to address identified unmet
needs.

The proposal review timelines for the above funding sources
involve state and Federal review in the next several months. The
City staff will continue to work on identifying the most feasible
use of available funds.
Specific program uses would be brought
to the City Council for review prior to acceptance of state or
Federal funding.
FISCAL/BUDGETARY IMPAeT
Submittal of funding applications have no fiscal/budgetary impact
at this time.
In the future, if awards were available and
accepted by the eity, all necessary appropriations and budgetary
actions would be made.
RECOMMENDATIONS
The city staff recommends that the City Council approve the
attached resolutions authorizing the preparation and submittal of
Federal and state funding applications for possible homeless
services.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA AUTHORIZING THE SUBMITTAL
OF FUNDING APPLICATION TO
THE FEDERAL EMERGENCY SHELTER GRANT PROGRAM
WHEREAS, the state of California, Department of Housing and
Community Development, has issued a NOTICE OF REQUEST FOR
PROPOSALS UNDER THE FEDERAL EMERGENCY SHELTER GRANT PROGRAM; and
WHEREAS, the City of Santa Monica is eligible as a
metropolitan city as classified under section 102 (a) 4 of the
Housing and Community Development Act of 1974 and is not
receiving a direct entitlement under the Federal Emergency
Shelter Grant Program; and
WHEREAS, the City is therefore eligible to apply for funding
from the state' s allocation of Federal Emergency She 1 ter Grant
funds; and
WHEREAS, the eity Manager can act on behalf of the City of
Santa Monica and will sign all necessary documents required to
complete the grant transaction; and
WHEREAS, the City of Santa Monica is capable of and willing
to apply for funds on behalf of the Ocean Park community Center
(an eligible private, non-prOfit organization providing serv1ces

this organization's shelter program,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SEeTION 1. The City council hereby authorizes the city
Manager to prepare and file a grant application, including all
understandings and assurances contained therein.
SECTION 2. The City Council further authorizes the city
Manager to act in connection with the application, to provide
such additional information as may be required, enter into a
contract and any amendments thereto, and perform any and all
responsibilities in relationship to such contract.
SECTION 3. The City of Santa Monica agrees to contract with
the State of California to operate the funded program on its own
behalf and/or supervise and monitor the funded program on behalf
of the Ocean Park Community Center and to enter into agreements
with the Ocean Park eommunity Center as necessary to implement
the program.

SECTION 4. The city Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.

A RESOLUTION OF THE CITY eOUNCIL OF
THE CITY OF SANTA MONICA AUTHORIZING THE SUBMITTAL

WHEREAS, the state of California, Department of Housing and
Community Development, Division of Community Affairs, has issued
a NOTICE OF REQUEST FOR PROPOSALS UNDER THE EMERGENCY SHELTER
PROGRAM; and
WHEREAS, the City of Santa Monica is a municipal corporation
and is willing to accept the grant; and
WHEREAS, should the city of Santa Monica accept the grant
from the Emergency Shelter Program, the agency certifies that all
uses of the funds will be in compliance with Emergency Shelter
Program Guidelines; and
WHEREAS, the City Manager can act on behalf of the City of
Santa Monica and will sign all necessary documents required to
complete the grant transaction; and
WHEREAS, the City of Santa Monica is capable of and willing
to apply for funds on behalf of the Ocean Park eommunity eenter,
and supervise implementation and operation of this organization's
shelter program,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONIeA
DOES RESOLVE AS FOLLOWS:

SECTION 1.
The City Council hereby authorizes the city
Manager to apply for and accept the grant in the amount of not
more than $250,000 nor less than $1,000 and enter into a contract
and any amendments thereto wi th the Department of Housing and
community Development and perform any and all responsibilities in
relationship to such contract.
SECTION 2. The City of Santa Monica agrees to contract with
the State to operate the funded program on its own behalf and/or
supervise and monitor the funded program on behalf of the Ocean
Park community Center and to enter into agreements with the Ocean
Park Community Center as prescribed by the State.
SECTION 3. The application submitted with this Resolution
contains all necessary elements, including a work plan and
budget, which, if funded, may be adopted as the governing
contractual terms, subject to State approval.
SECTION 4. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
