INTRODUCTION
ThlS report requests approprlatlon of funds for the installation of parking
lot securlty gates at Stewart St. Park. Vlrglnld Ave Park, and the Beach
lot at the foot of Ocean Park Blvd.
BACKGROUND
Over the past two months. Staff has met wlth area residents and the Pica
Neighborhood Association to hear complaints about late night disturbances
in the parklng lots at Stewart St. and Vlrginia Ave. Parks. ReSl dents and
Staff feel the best immediate solution is to install eXlt traps and plpe
gates slmilar to the one, recently installed 1n some of the Beach Parking
Lots.
Staff has had numerous complalnts of draq rdclnq and other loud behavior in
the beach parking lot at the foot of Ocean Park Blvd. The proposed
pipe gates would be closed at midnight to limit access to people other
than perm1t holders. Staff 1S applY1ng to the Coastal Commisslon for
a permlt to lnstall the gates.
RECOMMENDA T ION
Staff recommends Councll approve the installation of the proposed securlty
gates at Stewart St. Park, Vlrginia Ave. Park~ and the Beach Parking lot,
appropriate $10,000 from the Recreation Unit Tax for the Park Gates,
and appropriate $6500 from unappropriated reserve of the Beach Fund for
the Beach Parklng lot gates. It is further requested that Council
authorize the call for blds for the constructlon of these gates for the
