SUBJECT: Request for City Council to Authorize the city Manager
to Negotiate and Execute a Contract to Provide
Construction Management Support services for the
Arcadia Water Treatment Plant Expansion proj ect in an
Amount Not to Exceed $150,000.
Introduction
This report recommends that the City Council authorize the City
Manager to negotiate and execute a contract, not to exceed
$150,000, with Kennedy/Jenks/Chilton, Consulting Engineers and
Scientists, to provide construction management support services
during the construction and start-up of the Arcadia Water
Treatment Plant expansion project.
Background
One of the city's budgeted capital Projects is the Expansion of
the Arcadia Water Treatment Plant. The construction contract for
the Arcadia Water Treatment Plant Expansion was awarded to
Margate construction, Inc. in the amount of $2,969,600 on
October 9, 1990.
At present, the plant treats City well water and then blends the
water with water purchased from the Metropolitan Water District
(MWD). The present treatment capacity of the plant is 6 million
gallons per day. The plant expansion will add 4 million gallons
per day of treatment capacity.
This additional capacity will

allow for increased use of less expensive well water and will
reduce reliance on MWD's increasingly scarce imported water
supplies.
The expansion of the plant will include construction of an
aeration treatment process to remove trichlorethylene (TCE).
This treatment process will enable the city to reactivate wells
which were closed when the city determined that the water
involved had higher than EPA acceptable levels of TCE.
By utilizing Kennedy/Jenks/Chilton's for construction support
services the City Engineer's staff will be augmented with the
necessary expertise to monitor construction and installation of
various technologically sophisticated systems. The consultant
will also monitor the treatment process and plant start-up. The
maximum estimated cost of these construction support services is
$150,000 based on a 9-month construction period.
Consultant Selection
Staff obtained proposals for construction management support
services from two firms, Kennedy/Jenks/Chilton and C.I.A.
Consultants. The proposed costs of these two submittals were not
significantly different. These proposals were reviewed by the
City Engineer and utilities Manager. Based on this review, staff
recommends selection of Kennedy/Jenks/Chilton for the following
reasons:
o Kennedy/Jenks/Chilton was the firm which designed the
proj ect and their staff is therefore very knowledgeable
regarding the details of the treatment processes involved;

o Kennedy/Jenks/Chilton has an in-depth experience in the
construction management of specialized water treatment
projects; and
o Kennedy/Jenks/Chilton
has
adequate
staff
resources
available to satisfy the construction support needs of the
city.

Funds for this project in the amount of $150,000.00 are available
in the following CIP Accounts:

Recommendations
It is recommended that the City Council:
1. Authorize the City Manager to negotiate and execute a
contract with Kennedy/Jenks/Chilton, consulting Engineers and
Scientists, to provide construction management support
services for the Arcadia Water Treatment Plant expansion
project in an amount not to exceed $150,000, and
2. Authorize the City Engineer to issue any necessary change
orders and complete additional work in conformance with the
Administrative Instruction on change orders.
