"'" e !/(7~tJ06 e II B' JUt 1 0 1979 Santa Monica, California, June 28, 1979 TO: Mayor and City Council FROM: City Staff SUBJECT: Authorlzation to Sell Additlonal Permits in Parklng Structures IntroductlOn Th1S report recommends that the staff be author1zed to sell addltional monthly parking permits for employees in each of the parking structures on the three alsles beneath the roof level. Dackground Hhen the parking structures were bU1lt, the POllCY which was adopted called for sell1ng permlts for a maXlmum of one third of the spaces in each of the structures and retaining the other two th1rds for three hour shopper parking. In the period since the parking structures have been completed, the occupancy levels of the shopper spaces has remained at approximately the 50 percent level, whl1e the demand for permit parklng for employees (and employers) has exceeded the amount of spaces avallable. There are currently walting llsts at each of the six parklng structures for those who w1sh to purchase monthly permi ts. At the request of several employers and employees in the central business distrlct, the staff dld a survey of each of the parking structures on the dates and times noted on the attached summary to detenmine If it would be feaslble to increase the number of permits sold. This would decrease the number of spaces available for shoppers. The results of the survey show that the occupancy of the shopper spaces 1S approxlmately 50 percent and II B JOL 1 0 1979 ... e e to: Mayor and Counc11 -2- June 28~ 1979 that the number of monthly perm1ts could be 1ncreased by as much as 50 spaces per structure w1thout 1mpacting upon the shopper spaces. It is ant1c1pated that 1n the future, when bU1ldings with1n the Park1ng Assess- ment District are rebuilt or remodeled, that the demand for shopper spaces may increase. At that t1me the number of permits can be reduced to provide for the shopper demand. The staff presented the results of the survey and th1S proposal to the Retail Committee of the Chamber of Commerce on May 9~ 1979~ and the Retail Comm1ttee approved the proposal as 1ndicated on the attached mlnutes. The open parking system~ as proposed, has been in operat10n in Structure No. 4 for the past six months w1thout any apparent problems. Increased revenue generated by th1S recommendat1on w1ll help pay for the escalat1ng increase in ma1ntenance costs. Recommendation It 1S recommended that the staff be authorized to sell a maximum of 50 add1- tional parking spaces in each park1ng structure on the level below the roof level on an open parking system baS1S eleven months per year, exclud1ng the month of December. It 1S further recommended that a ~onthly park1ng fee be approved as follows: $11.00 per space per month for in-Distr1ct parkers and $14.00 per space per month for out-of-D1str1ct parkers. These fees are the same as 1S presently charged for sim1lar locations 1n Structure 4.
