6 to permit Only areas.
Background
The peak occupancy rate for the ground floor reserved permit
Parkll1g areas of the parking structures 1 through 6 ranges between
18 percent and 74 percent w~th an overall average occupancy of 53
percent. '!he percentage of pennits sold for the ground floor reserved
areas ranges from 47 percent to 100 percent with an average of 84
percent of the pernuts sold. nus md1.cates a large percentage of
ll1di vidua1s purchasmg a reserved space and frequently not utillZU1g
the space.
One of the maJor problerrs assoc~ated WJ:th ass~gned spaces ~s unauthor~zed
vehicles parking 111 an asslgned space. An ind~Vldual Wlth an assigned
space may find another vehlc1e ~ their space and ll1stead of parking In
the 3 hour parking area and calling the p:::>lice they park in another
asslgned space corrpounchng the problem. We resolved tius problem on the
upper levels by ell1l1inating the assigned spaces.

'!here are several advantages to el1.minatillg the ass~gned spaces on
the ground level. It will reduce the nurrber of conplamts generated
by permit holders to the Pollee Depart:rrent for parking enforcerrent
and enable the City to nore effect~ vely ut.J.lize the grmmd floor
spaces. We will be able to vary the m:mber of pemts sold
according to the occupancy rate of a part.J.cular structure . Individuals
using the ground level pemt only areas will park on a first carre
f~rst serve basis.
Recormendauon
It is recomrended the C~ty COunc~l
adopt the attached resoluchon
changlng the ground level assigned space area to Pernu.t Only.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA CHANGING THE GROUND
LEVEL ASSIGNED SPACES TO PERMT ONLY SPACES
IN STRUCTURES 1 THROUGH 6.
WHEREAS, there is a large percentage of indiv~duals
purchasing a reserved space and frequently not utl1iz~ng the
space; and
WHEREAS~ there is a problem of enforcing non-authorlzed
vehicles parklng in reserved spaces~
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
XONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTIO~ 1. The asslgned spaces on the ground level of
structure 1 through 6 be changed to Pernit Only.
SECTION 2. The effectlve date shall be January 1, 1982.
SECTION 3. The Clerk shall cert~fy to the adopt~~n of
thlS resolutlon and thenceforth and thereafter the same shall
be In full force and effect.
