IntroductIon
C1ty staff has been work1ng with the General Telephone Company,
the YMCA Archltectt the City LibrarIan and other users of parkIng
1n the above-descrIbed area In an attempt to solve eXIsting
park1ng problems and to prOVIde addItIonal parkIng.

recommended that a report be made to determIne an appropr1ate
method of establIshIng an assessment dIstrIct to construct a
parkIng structure on the eXIstTng ParkIng Author1ty-owned park1ng
lot on 7th Street between Santa MonTca Boulevard and ArIzona
Avenue.
It is also recommended that prelImInary studies be begun to
determIne If a park should be prOVIded north of the MaIn LIbrary
as a part of the development of the area. A park at the eastern
portIon of the central bUSIness dIstrIct may be conSIstent WIth
the recommendatIons of the Draft Land Use Element of the General
Plan.
Also, the recently completed communIty needs assessment
clearly 1ndIcates a deSIre for a publIC park in the v1cinty of
the CIty'S Main Library.
Background
CTty staff met with General Telephone Company on a number of
occas1ons to try to determIne the best solut1on for parkIng
problems that exist In the area surroundIng 7th Street between

Santa Monlca Boulevard and Ar1zona Avenue. On January 19~ 1983,
staff reported a conslderable lack of park1ng in thlS area to the
Clty Councll.
ThlS report was partlally 1n response to the
Llbrary Board's request of October 12, 1982 that a solution to
the MalO Llbrary's parklng problem be glven hlgh prlorlty.
In addition to General Telephone Company and the Llbrary, the
YMCA has a severe lack of parklng. The YMCA has lndlcated a need
of approxlmately 100 addltional spaces to serve thelr new
facllities and General Telephone has lndlcated to the staff a
need of approximately 150-175 additional spaces for employee
parklng. General Telephone currently has a deflclency of
approxlmately 320 spaces but has proposed steps to reduce the
number of thelr employees at t h 1 S location from 650 to 460 by
1986. By thlS date, the projected deflclency wl11 be
approxlmately 155 spaces based on GTE est1mates of employees at
th1S s1te.
S1nce peak use of the proposed structure by GTE employees wll 1
occur dur1ng the day while peak use by YMCA and library patrons
will be ln the even1ng, the staff bel1eves that the number of
additlonal spaces should be approximately 150.
It 1 s proposed
that a parking structure be constructed to prov1de approx1mately
262 spaces, possibly w1th commercial space on a portion of the
ground floor.
A market study w1ll be conducted to analyze the
best use of ground floor space as part of the analysls of the
structure deslgn and lntegration w1th surroundlng structures.
Th1S wlll provlde 140 addltional spaces plus replacement of the

88 eXlstlng spaces in the Parklng Authority lot and replacement
of 3~ spaces in the Library Jot (WhlCh 1S proposed to be made
lnto a park). It is proposed that the foundat1ons be constructed
to facil1tate one addit10nal level lf needed 1n the future. The
structure would be four levels above exist1ng grade. as shown on
the attached conceptual drawing.
Architecture and eng1neering
will be done at a later t1me 1n the development process.
Staff recommends that. concurrent with the evaluation of the
parking structure des1gn and assessment d1str1ct procedure, a
study be made of the feas1bility of changing the eXlst1ng llbrary
parklng lot of 34 spaces into a new Clty park. The deS1re for a
publlC park 1n thlS area has been ldentifled in the recent
Commun1ty Needs Assessment Study. and appears to be conslstent
with the draft land Use Element of the General Plan. The park
would be a deslrable addit10n to th1S area of the commun1ty as 1t
would complement the eXlst1ng family-oriented fac1lit1es of the
llbrary and the YMCA.
In conJunct1on w1th the Recreat10n & Park Comm1sslon, staff will
examlne the cost. feasibi11ty and appropriateness of creatlng
such
a
park
and
w111 return to Counc1l wlth spec1f1c
recommendatlons at a later date.
The cost of the structure would be approxlmately $2.2 - $2.8
ffill1100 based on construct1on costs of $8.000 - $10,000 per space
plus arch1tectural and adm1n1strat1ve costs. The cost of the
park construct1on is est1mated at $200,000 and wlll be financed
from Robert1-Z'berg Funds. State Park Grants and C1ty Cap1tal

Based on estimates by f1nanc1al consultants for previous
structures,
the annual bond debt service for the parklng
structure would be in the range of $350,000 to $420,000 over a
twenty-year perlod lf the above Slze structure 1S bUllt.
General Telephone's estimated portlon of the assessment would be
approximately 30-45% of the total cost based on the1r park1ng
def1ciency.
The estlmated portlon of the total debt serVlce to
be assessed to the YMCA will be approx1mately 20-30% based upon
thelr parking deflclency.
The Maln Library (C1ty) would be
required to contrlbute an amount equlvalent to the assessment
ba sed
on parklng deflclencles.
Lease revenue from Clty'S
proposed commerclal space may be used to offset Clty'S flnancial
obl1gations.
The remalnder of the assessments would be to all
the surroundlng propertles based on parklng deflclency.
General Telephone and the YMCA have been advised of the C1ty'S
proposed plans to dlSCUSS establlshing a parklng assessment
dlstrlCt.
GTE has 1ndicated that wh1le they do not favor such a
distrlct because of the costs lnvolved, they do not intend to
oppose the proJect.
The YMCA favors the construction of the
additlonal parking and lS aware of approximate amounts of
assessments WhlCh would occur lf the structure is built. The
llbrary Board has taken actlon as previously mentioned.
Staff has requested the consultlng f1rm of Berryman & Stephenson,
Inc., of Anahelm to submlt a proposal for assessment eng1neering
servlces.
The firm of Berryman & Stephenson has an excellent
reputation and has performed outstandlng work ln the area of

assessments for var10US mun1c1palltles. A copy of the proposal

BUdget/F1nancial Impact
As set forth 1n the attached proposal, the costs for provldlng
pre-constructlon serVlces for the establishment of the assessment
d1str1ct wlll be approxlmately $16~OOO and would be assigned from
the Park1ng Author1ty Budget. Funds 1n the amount of $16,000 may
be appropr1ated from the Parklng Author1ty Reserves to pay these
costs. legal work associated with th1S phase of the project w1ll
be conducted by the City Attorney.
