ThlS report transmits a proposed ordlnance for lntro-
ductlon WhlCh would change the hours of prohlblted parklng
~n yellow loadlng zones and requ~re fees for lnstalling and
ma1nta1n~ng t~ese zones. ~h1S was requested by Council as
Ite~ 6{S) at its Apr1l 22, 1980 meetlng.

Parklng lS presently prohib1ted 1n a yellow loading
zone on a 24 hour basls.
Usually, deliver~es are r-ade be-
tween 7:00 A.~1. and 6:00 P.~1. on weekdays w1th some occaslonal
use on Saturdays. Therefore, the load~ng zones are not ln
use on weekdays between 6:00 P.H. and 7:00 A.~.L anrl could he
used for nornal on street parklng durlng those hours. The
proposed ordlnance would amend Sectlon 3365 of Chapter 3 of
Art~cle III to reduce the Dro~lbltlon of parking lD loaQ~ng
zones froPl 24 hours a day to "between the hours of 7: Or) A. ~1.
and 6: 00 P. ~L Honday through Saturday".
Th1S ord~nance would also add Sectlon 3365A to the
sr~iC WhlCh would requlre fees for lnstalllnq and malntaln~ng
a yellow loadlng zone. A loadlng zone is 1TIstalled and ~a~n-

talned by the Clty at no charge. However, since the C~ty
loses revenue from a potential on-street parklng meter locatlon,
lt actually costs the City More than Just lnstallat~on and
maintenance.
The proposed $100 fee per 2S-foot sectlon of yellow
load~ng zone ~arklngs w~ll cover the cost of lnstallatlon and
malntenance and offset some of this revenue 10s5. The ln~tial
fee woul~ be paid by the person reauestlng the loadlng zone.
Persons already having an ex~sting loadlng zone would now
be assessed an annual fee for lts naintenance.
The proposed
ordinance wlll require a fee for lnstallatlon and an annual
fee for Malntenance.
The actual dollar a~ount of thlS fee
($100) wlll be set by a Resolutlon presented to the Counell
at the second readlng of the proposed ordinance.

The Council may acce~t or reJect either part of th~s
ordinance amending and add~ng to Sectlon 3365.

It lS respectfully recommended that the Clty Counell
~ntroduce this ordinance changlng park~ng hours and reqUirlng
fees for loading zones, and, at lts next ~eetlng, adoDt a
Resolution settlng those fees.
