I:-.JTRODGCTION
This report transmits for adoptlon an ordinance WhlCh
would change the hours of prorlhited parklng In yellow loading
zones and requlre fees for instolllng 1~ad~ng and Ilmlted parklng
zones. ThlS was requested by ','O'1TIC II 3~= Item 6 (5) at its
Aprll 22, 1980 meetlng.
BACKGROU~~J
ThlS ordlnance was l~troduced by CauDCll as Item 8(D) at lts
SepteMber 23, 1980 meeting.
Parklng lS presently prohlblted ln
y~llow loadlng zones
on a 24 hour basls. The proposed ordlnance would amend Sectlon 3365
of Chapter 3 of Artlcle III to reduce the prohibition of parklng In
loadlng zones from 24 hours a day to "between the hours of 7:00 A.M.
and 6:00 P.i.l-1. Monday through Saturday."
ThlS ordlnance w0uld also add Sectlon 3365A to the Santa
Monica Munlclpal Code WhlCh would requlre fces for lDstalllng
loadlng and Ilmlted parklng zones. Those fees wlll be set by the
attached ResolutloDT WhlCh wll1 go into effect on the date the ordl-
nance becomes effectlve.

SECTION 1. Sect10n 3365 of -the Santa ~lon1ca t1un1cipal
Code 15 hereby aI'1ended and as arrrended shall read as follows:
SECTIO~ 3365. Yellow Load1ng Zones. A yellow loading zone
shall eXlst where the curb lS pa1nted yellow wlth the words
'Loading Only' stencillEd on the curb with1n the zone. No
person shall park in any yellow load1ng zones between the
hours of 7:00 A.~. and 6:00 P.~. Monday through Saturday.
No person shall stop ln a yellow loading zone for a longer
tlme than necessary to load or unload and 1n no event longer
than 15 minutes. A yellow loading zones may be establlshpd if
al of tte following factors eX1st:
(1) Sufflclent loadlng act1vity exists to warrant
reduc~ng curb park~ng by installlng the more restrictlve
loadlng zone.
(2) Curb ava1labil~ty for load~ng 1S 1nsuff1c~ent due
to heavy area parking demand.
(3) Off-street or alley loadlng lS not avallable.

FORTH THL FEES TO BE CHARGED FOR

MiEREAS, Section 3365A of the Santa Monica Munic~pal
Code requires that a fee be pald to the City for lnstallat~on

WHEREAS, Sectlon 33 65A of the Santa Honica ~Iunic lDal
Code also requjres that the Clty Councll set such fee
THE CITY COU~jCIL OF THE CITY OF SANTA ~lONICA DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The fee for installation or repalntlng of
a loadlng or llffiited parklng zones shall be $55.00.
SECTION 2. The C~ty Clerk shall cert~fy to the adopt~on
of thlS reso1utloll, and thenceforth and thereafter the same
shall be in full force and effect.
