SUBJECT' Resolutlon to Establlsh Sunset/Sunrlse Parklng Meters In
1750 Beach Parklng Lot and Approprlatlon 0= ~uLdlng for
Meter Installatlon
Introductlon
ThlS report requests Councll approval for attached resolutlon to allow parking
from 8.00 pm to 8::JC -am at twenty meters to be lnstalled In the beach parklng
lot at 1750 Applan Way, and approprldtlon of $6,400 from the unapproprlated
beach funds reserve.
Background
Clty Councll, durlng thelr meetlng of May 19, 1981, approved a recommendatlon from
the Recreatlon and Parks CornmlSSlon call1ng for the lnstallatlon of twenty parking
meters In the 1750 Applan Way beach parklng lot, and dlrected the Clty Attorney to
draft an ordlnance allowlng such lnstallatlon and establlshlng a rate of 50 cents
per hour between sunset and sunrlse. Sunset to sunrlse parklng lS currently not
allowed wlthout a valld perm~t.
Tne Cornmlsslon recornmendatlon came as a result of several publlC meetlngs at WhlCh
the lack of Dlghttlme V1Sltor parklng for area resldents was dlscussed. The
meters are lntended as a solutIon to that problem.
On July 14, 1981, the Clty Counell adopted an ordlnance addlng Sectlon 3393F to the
Mun~clpal Code. In adoptlng the ordlnance, the rate was set at 25 cents per hour ~n
order to comply w~th other charges ln the meter ZOne. (S.~.M.C. Sect~on 3393F allows
a charge of 25 cents per hour, and an addItlonal hour for each 25 cents deposIted.)
The orcllnance also states that meters may be operated In the zone (Zone "F") at
such tlmes as establlshed by resolutloP of the Clty Cauncll.
To sImplIfy enforcement and faCIlItate publIC complIance, staff has Interpreted
"sunset" to be the hours between 8:00 p.m. and 8:00 a.m.

permlt In any beach parklng lot except the Santa Monlca Pler Parking Lot between

has lndlcated a need for the provlslon of metered parklng on the 1750 Applan Way
beach parking lot from sunset to sunrise each day,
NOVI, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE
AS FOLLOWS:
SECTION 1. Parklng a vehlcle ln a deslgnated metered space In the
1750 Applan Way beach parklng lot shall be lawful between 8:00 pm to a.co am upon
deposit of the amount requlred by Municlpal Code Sectlon 3393F.
SECTION 2. The Clty Clerk shall certlfy to the adoption of this
Resolutlon, and thence=orth and thereafter the same shall be In full force and
effect.
