Meter Zone B, and Parking Meter Rate changes
for Parking Meter Zone C.
INTRODUCTION
This report recommends City Council introduce an ordinance to
include the area bounded by Olympic, Lincoln, and Wilshire
Boulevards, and the east city limits in Parking Meter Zone A, and
change the parking meter rate in Parking Meter Zone C from 10
cent to 25 cent per hour.
BACKGROUND
This City Council approved as part of the 1982-83 Flscal Year
Budget the installation of 1100 new parking meters on various
streets. The streets include Olympic Boulevard between 20th and
Lincoln
Boulevard,
Broadway
and
Colorado Avenue between
Cloverfield and Lincoln Boulevards, gaps along Wilshire and Santa
Monica Boulevard between lincoln Boulevard and the east city
limits, and 26th Street between San Vicente Boulevard and
Georgina Avenue.
To facilitate the meter installations and projected revenues
several existing parking meter ordinances need to be amended.
Parking
Meter Zone A is outlined in Attachment I. To
facilitate
the
installation
of the new meters staff is
recommending to expand Zone A to include the area bounded by
Olympic, Wilshlre and Lincoln Boulevards and the east city

limits. The proposed zone cnange will incorporate some portions
of Parking Meter Zone B into Zone A. Accordingly, Parking Meter
Zone 8 has been modified to reflect the changes.
Parking Meter Zone C incorporates all the meters in the city
not specified in Zones A, B, D, or E. The installations of meters
on 26th Street between San Vicente and Georgina Avenue will be in
Zone C. The exiting meter rate for this "catch all" zone is 10
cent per hour. Staff is proposing to increase the rate to 25 cent
an hour.
The implementation of the Parking Meter rate changes will
require $36,000. One option to the immediate conversion is to
phase the program over several years. The projected revenue from
the parking meter installations and change of operation is
estimated to be 5312,840 this f,scal year.
RECOMMENDATION
It is recommended City Council:
1. Introduce the attached Ordinances for parking
Meter Zone changes of Boundaries, hours of
operation, and Parking Meter rates.
2. Appropriate $36,000 for this meter conversion
from unappropriated General Funds.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AMENDING
MUNICIPAL CODE SECTIONS 3393A, 3393B, and 3393C
RELATING TO PARKING METER ZONES
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES ORDAIN AS
FOLLOWS:
SECTION 1.
SectIon 3393A of the Santa MonIca Munlc~pal
Code IS amended to read as follows:
SECTION 3393A. Parking Meter Zone

SECTION 4. Any provIsIon of the Santa MonIca MunICIpal
Code or append~ces thereto inconsIstent WIth the provIsIons of
thIS ordinance, to the extent of such InconsIstencies and no
further, are hereby repealed or modif~ed to that extent necessary
to affect the provIsIons of thIS ordInance.
SECTION 5. If any section, subsection, sentence, clause,
or phrase of this ordInance IS for any reason held to be Invalid
or unconstitutional by a decIsIon of any court of any competent
JurIsdIction, such decision shall not affect the validIty of the
remaining portIons of the ord~nance. The City CounCIl hereby
declares that it would have passed thIS ordinance and each and
every sectIon, subsection, sentence, clause or phrase not
declared invalId or unconstitutional without regard to whether
any portIon of the ordinance would be subsequently declared
Invalid or unconstitutional.
SECTION 6. The Mayor shall sIgn and the City Clerk shall
attest to the passage of this ordInance. ThiS City Clerk shall
cause the same to be published once In the offiCial newspaper
wIthin 15 days after Its adoption. The ordInance shall become
effective after 30 days from its adoption.
