I NTRODUCTI ON
This report recommends Clty Council adopt a resolutlon
establishing on-street park1ng permit areas 1n the area bounded
by Colorado, Olymp1c Boulevard, Llncoln Boulevard, and the East
City limlts and the permlt fee to be establlshed at $10.00 per
month.
BACKGROUND
The City Councll has adopted an enabllng ordinance to establish
on-street parklng permlts at designated parking meters in lndustrial
zones of the Clty. The enabllng ordinance states all such areas shall
be designated and any fees shall be established by resolution.
Clty Staff has reviewed the lndustrial zones and determlned
employees parklng on street to lnstall designating speclfic meters
for on street permlt use. The proposed zone was selected because
of a history of interest in parking permlts on the part of employees
and employers in the area as a means to resolve longstandlng parking
problems. All the meters are WIthIn the area bounded by Colorado,
Olympic Boulevard, Llncoln Boulevard and the East Clty llmits. The
establishment of a broad zone for on-street permit parking will allow
staff the flexlbility to respond to parklng problems wlthin the
lndustrial zone and mltlgate the problem of employees parking in
adjacent resldentlal areas.

The permlt fee was establlshed through meetlngs wlth local
business people and employees. It was determined the proposed
$10.00 per month fee would be a fair pr1ce and employees would
purchase the permits rather than parking in residential neighborhoods.
BUDGET/FISCAL IMPACT
It 1S estimated between 150 and 200 people will purchase permits
at $10.00 per month. The annual permit revenue estimate is between
$18,000 and $24,000. The mechanisms for most of the meters at which
the permittees w1ll park have not been 1nstalled per Council instructions,
therefore the lssuance of perm1ts wlll not result in lost parklng meter
revenue from these meters.
RECOMMENDATION
It 1S recommended Clty Council adopt the resolution establishing
an on-street parklng permlt area bounded by Colorado, Olymplc Boulevard,
Lincoln Boulevard, and the East City limits and establ1sh the permit
fee at $10.00 per month.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA ESTABLISHING AN ON-STREET PARKING
PERMIT AREA BOUNDED BY COLORADO, OLYMPIC BOULEVARD,
LINCOLN BOULEVARD, AND THE EAST CITY LIMITS AND THE
PERMIT FEE OF 10.00 DOLLARS PER MONTH.
WHEREAS, the City Council has enacted an enabling Ordinance to deslgnate
specific meters for the use of on-street parking permits in areas designated
by resolution; and
WHEREAS, the Traffic and Parking Engineer has determined that the area
bounded by Colorado, Olympic Boulevard, Lincoln Boulevard, and the East City
Limits, is an appropriate area for on-street parking permits,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The area bounded by Colorado, Olympic Boulevard, Llncoln
Boulevard and the East Clty Limlts is hereby establlshed as an on-street
permit parklng lone.
SECTION 2. The on-street parking permit fee shall be SID.OO per month.
SECTION 3. The Clty Clerk shall certlfy to the adoption of this Resolutlon,
and thenceforth and thereafter ~he ~ame ;hall be in full force and 2ffect.
