for Parking Author1ty lots 9 and 10 and appropriate the funds to
convert the park1ng meters.
Background
Parking Author1ty lots 9 and 10 are located adjacent to
Ne1lson Way between K1nney Street and a point approx1mately 200
feet north of H111 Street. These two lots prov1de the pr1mary
off-street parking for Maln Street south of Ocean Park Boulevard.
There are a total of 195 meters 1n the two parking lots. The
park1ng meter rate 1S currently 20 cents per hour. These rates
have been 1n effect for 6 years. The eX1sting meters generate
approx1mately $21,230 per month.
Parking lots 9 and 10 experience very h1gh utl1izat1on between
the hours of 11 a.m. and 2 p.m. and from 4 p.m. on 1nto the
evening. Park1ng 1n the area 18 very much 1n demand. One of the
reasons park1ng 1S so d1ff1cult for the pub11c to f1nd 1S because
many of the employees of area businesses park in these lots and
feed the parking meters. An employee parking 1U a metered parking
space e11minates park1ng for an equivalent of 3 park1.ng spaces if
used by the public (with consideration of turnover). The existing m..~

disincent~ve to discourage employees from parking 1n the two
park~ng lots for long periods of time. It ~s e5t~mated that up to
100 employees are park1ng ~n lots 9 and 10. Alternative parking
for employees 15 available both by meters and monthly permits ~n
the lot north of Ocean Park Boulevard as well as the beach
parking lots.

This table l.nd~cates that the proposed park1ng meter rate of
50 cents per hour is conSl.stent with rates charged by most other
beach c~tl.es.
City Staff has met with the Mal.n Street Merchants Associat1on
to dl.sCUSS the proposed 1ncrease of parking meter rates. The Main
Street Merchant ASSoc1ation has unanimously endorsed the proposed
parkl.ng meter 1ncreases.

The State Env1ronmental Qua11ty Act states, "The establishment
or modificat~on of any rate, fee, or charge for use of existing
munic~pal facl1lties and services......are exempt from CEQA"
(Class 1-16 and Class 1-28).
Budget/Flscal Impact
The cost to convert the parking meters from 20 cents to 50
cents per hour will be $26,500. It wl.ll take approxl.mately 3
months to order the necessary parts and implement the changes. It
wll1 be necessary for the Parking Authorl.ty to appropriate
$26,500 from the Parklng Authority Fund to purchase and lnstall
the new parklug meter mechan1sms.
The park~ng meters w~ll generate approxl.mately $53,075 per
month at the new proposed rates. Th~s 1.S based upon current usage
levels and ad] usted ~o reflect the new rates. It is estl.mated
that the meters Wl.ll be 1.nstalled by January 1986. Thus, the
parking meter revenue account #77-926-260-000-000 should be
increased by $191,070 for FY198S-86.
Recommendatl.on
It 1.S recommended that Parking Authorl.ty:
1) adopt the attached resolut~on establ~shl.ng a 50 cent per
hour park~ng meter rate for Parklng Author~ty lot 9 and 10;
and
2) approprl.ate $26,500 from the Park~ng Authority Reserve Fund

A RESOLUTION OF THE PARKING AUTHORITY OF THE
CITY OF SANTA MONICA ESTABLISHING A 50 CENTS PER
HOUR PARKING METER RATE IN LOTS 9 AND 10
WHEREAS. there 1 s an ex tremel y high demand for
off-street parkIng In the MaIn Street area; and
WHEREAS, there are large numbers of employees parkIng in
lots 9 and 10; and
WHEREAS. the employees use of the lots 9 a~d 10 creates
a shortage of parking for customers of MaIn Street businesses,
NOW, THEREFORE, THE PARKING AUTHORITY OF THE CITY OF
SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The Parkl~g Authority establlshes a 50 cent
per hour parking meter rate for lots 9 and 10.
SECTION 2. The executIve Secretary shall certlfy to the
adoptIon of this resolutlon, and thenceforth and thereafter the
same shall be In full force and effect.
