Introductlon
ThlS report makes recommendatlons regardinq the site and funding for proposed
park1ng facilit1es to serve the Main Street Business area.
In July of 1980, the City Councll received the Main Street Planning Group's
"Maln Street Master Plan". After considerinq a host of parking alternatives.
includ1ng diaQonal parkinq on Main Street and shuttle buses connecting the
buslness dlstrict with Clty lots 1n other areas. the Main Street Plannino
Gourp recommended lithe development of one parking structure wlthln or
adJoinlng the Maln Street Special District on either. but not both of two
locatlons subject to the conditions summarized below' Selection of one of
these sltes 15 to be based on a comprehensive feasib11ity analysis to be
conducted by the C1ty considerlng parklng efflclency and need, circulation
and access. environmental lmpacts. and flnancial feasiblllty. and In the case
of the northern location shall include an evaluation of the sUltabllity of
the site to which the gardens would be relocated for that use. As a contlnu-
atlon of this planning process, a JOlnt cltlzensjCity staff committee shall
be convened to particlpate in design development, select neighborhood orlented
tenants, etc."

2. Northern Location: Communlty Gardens between
Hollister and Strand, Main and Nellson.
a. Relocate gardens to Lot 11, south of Hollister
on new-to-exlsting plot ratio to 2 to 1, this
land to be available for garden plots and/or
public park land to be determined. Relocation
to occur durln9 juncture in growlng seasons, and
to lnclude provision of topsoll or suitable soil
amendments.
The Clty Council adopted the recommendations of the report. and dlrected staff
to study the alternate sites and financlnq alternatlves for the structure.
A study by the Planning Department, completed ln February of 1981, examlned
the two sltes in detail. It became ObV10US to the staff that the southern
site was more appropriate because of proximity of the structure to users.
possibly less crlme potentlal, and the need for a tram system for the northern
slte to make lt functional. In addltlon, a questlonnaire was sent to Maln
Street merchants and property owners by the Main Street Association. ThlS
questionnaire surveyed the preference for site location and methods of
fundlng. The southern slte was endorsed by 710/, of those surveyed.
A 4-1evel structure with approximately 600 total spaces would satisfy the
height restrlctions of the Maln Street Plan. It would provlde a net qain of
433 spaces.

Fundlng
In accordance with the Main Street Plan and other preVlOUS p1annlng, the
fund1ng for the proposed parking structure will be by the adjacent merchants
and property owners. The funding wl11 be developed as the project costs
become more firm, but wlll probably lnclude front footage assessments on
the land on both sides of Main Street as well as other adJacent commerclal
property, lncreased bU51ness license fees for those buslnesses in the
benef1tted area and a payment for the parking authorlty land at 175 Ocean Park
Boulevard, now planned for housing development.
The cost of the proposed parklng structure, estimated at $3.0 million, may be
funded from the fol1owlng sources:
Payment from Redevelopment Agency at 175 Ocean Park
Parking 1n 11eu payments -- 150 spaces at $5,OOO(space
Assessments -- 4000 front feet at $250jfoot

If the C1ty Council desires to proceed wlth an assessment district, the steps
are as follows:
1. Adopt a Resolutlon of Intention to establish a Parking
District and set a date for a public hearing;
2. Hold a pub11C hearing; and
3. Adopt an Ordinance estab1ishlng a Parking District.
Recommendation
It is recommended the Clty Council confirm the slte as the City parking lots

bounded by Klnney Street, Neilson Way, and Hlll Street for the proposed
parking structure and direct the staff to initiate assessment district
proceedlngs to finance the improvement.
