Introduction
This report recommends that the Clty Council approve additional expenditures
of Gas Tax Funds to supplement State and Federal Funds, for proportionate
sharing of costs of the Fifth St. Off-Ramp project and to authorize an
expendlture of Gas Tax Funds to improve the eXlsting signals on Fifth and
Sixth Streets from Colorado Avenue to Wilshire Blvd.
Background
On October 11,1977, the City Council approved Resolution 4930 WhlCh provided
for proportionate sharing of the costs of the Fifth Street Off-Ramp project
as follows:

During the construction, it has become necessary for Cal-Trans, ~rhich is adminis-
tering the project, to authorize certain change orders for additional grading
costs which were caused by unforeseen soil problems. The City has been
requested by Cal-Trans to authorize as the Clty'S share an additlonal expendi-
ture of Gas Tax Funds 1n the amount of $42,000.

In addition to the costs of the off-ramp project, the staff believes that it
is desirable to provide funds to improve the signals on Fifth St. and Sixth St.
from Colorado Ave. to Wilsh1re Blvd. to facilitate the one-way traffic which
has been previously authorized by the City Council, and which wiTl be an
integral part of the Freeway Off-Ramp proJect when open for traffic. An
attachment to this report explains the technical reasons why the replacement
of the out-dated controller mechanisms is desirable. The controllers for
all of the intersectlons on Fifth and Sixth Streets between Colorado Ave. and
Wilshire Blvd. will cost approximately $25.000 and will be secured from Los
Angeles County Road Dept. under their annual contract.
It is proposed that Gas Tax Funds in the amount of $67,000 be used. Th1S amount
is available from savinqs from the Stewart Street Improvement Project.
Recommendat10n
1. It 1S recommended that the Council approve an increased expenditure from
City Gas Tax Funds of $42,000 as the City's share of the increase in
costs of the Fifth St. Off-Ramp ProJect.
2. It is recommended that the City Council approve the expenditure of City
Gas Tax Funds in the amount of $25,000 for the modernization of the
signal controllers on Fifth and Sixth Streets from Colorado Ave. to
Wilshire Blvd.

REPLACEMENT OF ELECTRO-MECHANICAL CONTROLLERS
ON 5th & 6th STREETS IN SANTA MONICA
The replacement of Electro-Mechanical controllers along 5th and 6th
Streets from Colorado to Wilshire with solid state controllers and retro-
fit load replacement kits will allow the City to 1mprove traffic operations
along these important C1ty routes. With the open1ng of the 5th Street
offramp from the Santa Monica Freeway, consideration must be given to
system operat1on to reduce congestion and allow smooth movement through
the downtown area. This w1ll result in an energy savings to vehicles
moving in the Santa Monica area.
The advantages to this concept in hardware are clear. The use of SOlld
state equipment will reduce the cost of maintenance as there will no
longer be a need to clean, burnish, adjust, or lubricate. Accompanied
by the fact that the cost of replacement parts for electro-mechanical
controllers is extremely high and less available.
Added operational features 1nclude multi-cycle, multi-split, and mult1-
program ability, opt1onal expandability to actuated modes. preempt func-
tions and signal phasing. These features provide far greater flexibil1ty
than the present electro-mechan1cal fixed time controllers that have been
in operation 1n some cases as long as 25 years.
Utilizing the retrofit load replacement kits reduces the cost of instal-
lat10n by allowing the solid state equipment to be installed in the
existing facilities w1thout interruption to traffic by construction.
Considering the benefits to be provided by traffic signal control equip-
ment improvements at ten (10) intersections, we believe that the costs
are Justified. It is anticipated that approximately 15,000 vehicles per
day will be uS1ng the new freeway offramp, and signal improvements are
necessary.
