Background:

The developer of a building at 2510 Main Street proposes to
provide 11 surface level on-site parking spaces to be accessed
from Parking Lot 11 which is immediately at the rear of the
property to be developed.
The city has required the on-site
parking spaces to be available to the public after 6 p.m. In
addition, the City has required the dedication of a public
walkway 10 feet in width through the full width of the property
(approximately 68 feet). A sign declaring public access will be
developed.
Access to the on-site parking spaces requires the relocation of
one non-metered handicap parking space to a different location in
a landscaped area approximately 50 feet away in the parking lot.
No loss in metered parking spaces will result.
The developer
will be responsible for the cost of the relocation of the
handicap parking space.

An easement through the parking lot will also be necessary to
provide access to the property, should the parking lot be
developed in the future.
staff believes that the city will benefit from the use of the
public walkway because the public, in particular the Ocean Park
Library patrons, will have much better access to Parking Lot 11
from Main street, and will have use in the evening of several
additional parking spaces.
The City will also benefit from
monetary compensation for the easement agreement.
Fiscal/Budget Impact
The compensation for the encroachment and the easement agreement
will be based upon a market appraisal of the value of the
easement. These revenues will go to the Parking Authority.
Recommendation
It is recommended that the Parking Authority:
L Authorize the City Manager to negotiate and execute an
agreement for the encroachment and easement for a portion
of Parking Authority Lot 11 to facilitate access to a
development located at 2510 Main street.
