Increase in Beach Parking Rates for Daily and
~mthl y Parking
Introduction
This report requests Council to increase the beach parking lot rates to a
maximum of $2.00 for clail y parking and $10. 00 for m:mthl y pennits by amending
Resolution 1782 (CGS) and 4782 eGGS).
~ckground
In 1966 the Council amended Resolution 1786 eCCS) pertaining to the rules and
regulations for the operation of beach parking lots establishing a maxi.num rate
of $1. 25. The previous rnax:im..nn had been 75<;... The rates varied within that
maximum depending upon. the season and day of the week. During the winter season.
September 15 to !'-1ay 15, weekday rates were 75~ and weekend rates $1. 00. During
the smmer season, May 16 to September 14, the rates were weekday $1. 00 and
weekend Sl. 25.
The costs of operating have steadily increased dttr'ing the past ten years pri'lTl8"'ily
due to costs of supplies and expenses, thus reducing the net revenue from the lots.
According to State and City policy revenue derived fran the parking lots is to
be used to support operational costs of all beach related expenses. Although
gross revenue has increased J inprovements have been restricted due to the low net
revenue. Examples of such improvements would be the rep1aceIIEl1.t of the restroom
in the Bay Street Park. the replacement of equipment from the capital improvarent
fund, the hiring of additional personnel to clean areas which carmet be reached by

equipment, the charging of all administrative overhead costs frcm city operation
to this revenue.

Under Resolution 4782 (CCS) the current mmthly parking sticker 'Which pennits
ovemight parking in beach lots is 55.00 per nvnth. The proposed IIDnthly pennit
fee is $10.00. Current Parking Authority lIDtlthly permit rates range from $8.00
to S12.00 per month.
E~qr1omic Imp~ct
It is estimated that the recoomended increases 'Will produce an additional
$100,000 to S150,OOO in revenue annually.
Alternatives
1. Council may increase the daily parking rate not to exceed $2.00 and the
monthly rate to SID. aD.
2. Council my IlDdify the recuulllended rates to am::nm.ts desired for daily
parking and m:mthIy parking.
3. Council may maintain the existing rates.
