Backgroun,:! It na3 been a long-t~me plan of CalTrans and the Clty to prov1de add~tlonal access west of Llncoln Boulevard for eastbound trafflc to tile Santa MOllled FreewaJ. Approx~mately 20 years dgO the C~ty w~tn concurrence from CalTrdns proposed the constructJ..on of acceS3 at Ocean Avenue and the C~ty purchased most of the rlght-of-way ulclud~ng two apartment houses 1n tne 1600 block of Ocedn Avenue for th1S p~rposc. However, stud1es WhlCh were begun approx1ffidtely f~ve years ago have shown that the new on-ramp can be bUll t at 4tH Street for less b1an half the cost and at the sama tlme avold the very s~gn1f~cant tenant relocat1on problems that would be necessary at the Ocean Avenue s1te. Three years ago the staff proposed that the 4th 3treet on-ramp be constructed as a Federal A1d Urban proJect. WheredS it was orlglnally belleved that It -would be necessary for the City to spend ltS FAD allocatlon (d7~ Federal, 13% C1ty funds), staff has made great progress 10 convlnclng the Federal Hlghway AdiU10lstratlon to construct tne 4th Street on-rdmp as part of the Interstate System even though tne Int.erstate System technlcally stops at L1nco1n Boulevard. ThlS 15 Slgolflcant because Interstate fund1ng lS 9u~ federal and lO~ Stata and no local funus are anticlpated to be needed except for poss1ble env1ronmental stud~es and ml~cellaneous expend1tur~s. The Los Aageles Coun~y Transportat1on CommlsSlon recently recommended approval or $5.672 mllllon for the 4tl'l Street proJect. rhlS amount includes $2 ffillllon for rlghts-of-way estlffiated to be requlred by CalTrans. Deslgn Constructlon - Rlght-of-Way aequlrements The C1ty staff has always envlsloned the 4th Street proJect as r~qulrlag very Ilttle or no r1ght-of-way. Cal'rrans, untll recently, envisioned the proJect as requlr1ng the acqu1s1tion of - 3 - GS:6ES:JA3 . The des~gn concept LS to dLSCtmc.1nue the westbound portion of Olymp1c BOlllevdrd from 4th Street to L111coln Boulevard so that when the new on-ramp 15 constructed all veh~cles wh~ch proceed east must enter the freeway e11m1nat1ng the pOSSLbl.l1ty to travel to L1ncoln Boulevard. 3tud1es and observat~ons have shown that more than 90t; of all veh~cleswh1ch now travel east from 4th Street on OlympLc BOUlevard cross L~ncoln Boulevard to enter the free\Y'ay.
