support~ng th.a constructlon of an eastbound on-ramp to Interstdte
10 at 4th Street.
Backgroun,:!
It na3 been a long-t~me plan of CalTrans and the Clty to prov1de
add~tlonal access west of Llncoln Boulevard for eastbound trafflc
to tile Santa MOllled FreewaJ. Approx~mately 20 years dgO the C~ty
w~tn concurrence from CalTrdns proposed the constructJ..on of
acceS3 at Ocean Avenue and the C~ty purchased most of the
rlght-of-way ulclud~ng two apartment houses 1n tne 1600 block of
Ocedn Avenue for th1S p~rposc. However, stud1es WhlCh were begun
approx1ffidtely f~ve years ago have shown that the new on-ramp can
be bUll t at 4tH Street for less b1an half the cost and at the
sama tlme avold the very s~gn1f~cant tenant relocat1on problems
that would be necessary at the Ocean Avenue s1te.
Three years ago the staff proposed that the 4th 3treet on-ramp be
constructed as a Federal A1d Urban proJect.

Boulevard dnd voted to support the reconstruet1.on of Vhlsh~re
Boulevard froill Ocean Avenue to 21st Street as a sub5t~tute
pro) eet fur use of FAV funds.
In -c..he raednt~me, the Clty staff
has worked w~th the 4th Street ne~ghborhood souta of PlCO
Boulevard and other approprlate cOlmnun~ty groups to establ~stl
safeguards aga~nst addltlonal traff1.c on 4th Street south of P~co
Boulevard. A pr~mar1 fedture of thls plan was the changes wh~ch
were made on 4til ,Street several months ago ~nvolvlng the
construet~on of a center island and reduet~on ~n tne number of
lanes fn_hn two ~n ad.ch d~rect~on to one 1.n each dlrectlon.
Th~s
was dccompllshed by restrlplng thcl street to provlde a temporary
soLution.
Staff bellev8s that toe poss~b1.llty of ~nereased
trafflc on 4th 3treet south of P1CO wlll be m1.t~gated by the
planned medlan. l:3ldnds.
Therefore staff recorrunends thdt th~s

of $175,000 of perillanent lmprovements for the narroW-lng of Fourth
Street proposed 10 the F~scdl Y8ar 1984-85 Capltal Budget.
Also durlng tn~s tlffie the C~ty's Land Use Element has been under
preparat~on. The ~raff~c c~rculdtion pOrtlOn of thlS flnal draft
element has underscored the need for addlt~onal access to tha
freeway for eastbound trdff~c at 4th 3treet:

Deslgn Constructlon - Rlght-of-Way aequlrements
The C1ty staff has always envlsloned the 4th Street proJect as

Cal'rrans,

The C1ty stuff recently was successful 1n
cunv~nc1ng CalTrdns that thLS would be nearly impossLble to do,
but more ~mportantly was unnecessary.
The des~gn concept LS to

3tud1es and observat~ons have shown that more than
90t; of all veh~cleswh1ch now travel east from 4th Street on
OlympLc BOUlevard cross L~ncoln Boulevard to enter the free\Y'ay.
Eastbou~d veh1cles froill the freeway wh1ch eX1t onto the Olymp1c
