Introduction
This report recommends that the City Council approve an
appropriation of $65,000.00 to address two parking and traffic
issues in the Main street area.
The first matter is a
feasibility study of the City parking lots for a parking
operator/validation parking system for Lots 9 and 11. This study
will cost approximately $25,000.00.
The second is the
installation of a pedestrian traffic signal across Main Street
between Parking Lot 11 and the Edgemar Project. This signal will
cost approximately $40,000.00. Both of these projects have been
requested by members of the Main street business community.
Discussion
staff has been reviewing several parking and traffic issues in
the Main street area. These issues include change machines in
the city parking lots, time limits on parking meters, parking
meter rates, parking operator/validation for city lots and
pedestrian traffic signals.

Two of these issues require additional appropriations in order to
complete. The first is a study of Parking Lots 9 and 11 to
determine the feasibility of converting these parking meter lots
to an operator/validation system. An operator/validation system
could bring about several benefits including a more secure
parking area, more patrons to the area, and discouraging beach
parking in the Main street area. A consultant will be retained
to conduct the feasibility study of such an operation. The
consultant will analyze alternate configurations, management of a
operator/validation system, and the financial impact both with
regard to City revenues and costs of operation and costs to
merchants for validating parking. It is estimated the study will
cost approximately $25,000.00.
The second issue is the safety of pedestrians crossing Main
street north of Ocean Park Boulevard between city Lot 11 and the
Edgemar Development. Staff has determined that the installation
of pedestrian traffic signal will provide improved safety at this
location. Although an alternate crossing exists at Ocean Park
Boulevard, staff has found this alternative is not being used by
pedestrians and that they continue to cross Main street near Lot
11. Therefore, staff believes this installation is appropriate.
The installation of pedestrian traffic signal will cost
approximately $40,000.00

Budget/Fiscal Impact
The study of the City parking lots will cost approximately
$25,000.00 and will be funded by the Parking Authority. The
appropriation
of
the
money
will
be
to
Account
#77-500-610-00000-5506-00000, the Parking Authority Professional
services Account.
The installation of the pedestrian traffic signal will cost
approximately $40,000.00 and will be funded by General Fund
reserves and appropriated to Account #01-770-416-24188-8918-
99139, one of the Parking and Traffic Capital Accounts.
Recommendation
It is respectfully recommended that the Council and Parking
Authority:
1. Appropriate $25,000.00 from the Parking Authority reserves
to Account #77-500-610-00000-5506-00000 for a study of the
feasibility of converting Lots 9 and 11 from a parking
meter operation to an operation/validation type operation.
2. Appropriate $40,000.00 from the General Fund reserves to
Account 01-77-416-24188-8918-99139 for the installation of
a pedestrian traffic signal across Main street north of
Ocean Park Boulevard between City Parking Lot 11 and the
Edgemar Development.
