Zone A as set forth in Santa Monlca Munlcipal Code Section 3393
1S bounded by Ocean Avenue, Llncoln Boulevard, Callfornia Avenue
and Colorado Avenue. The present parklng meter rate In Zone A
is sixty (60) minutes for ten (10) cents.
The proposed ordlnance wlll raise thlS rate to sixty (60)
rnlnutes for twenty five (25) cents. This will require an ex-
penditure of $60,000 from the Parking Meter Fund for the replace-
ment of 934 parking meters In th15 zone. However, the Clty wl1l
r~alize thlS amount ln less than one year of operation of the
increased rate.
RECOMMENDATION

OF ARTICLE III, CHAPTER 3A OF THE SANTA
MONICA MUNICIPAL CODE RELATING TO PARKING METERS
THE CITY COUNCIL OF THE CITY OF SANTA rmNICA DOES HEREBY
ORDAIN:
SECTION 1. Section 3393A(2) ~s hereby amended and as
amended shall read:
SECTION 3393A PARKING METER ZONE "A"
(2) Park~ng a vehicle ~n a designated space in
Zone "All shall be lawful for 60 minutes upon
the deposit of 25 cents ~n coin, and for an
add~t~onal 60 m~nutes for each 25 cents ~n
co~n depos~ted thereafter.
SECTION 2.
Any prov~sion of the Santa ~on~ca Mun~c~pal
Code or append~ces thereto ~ncons~stent therew~th, to the
extent of such ~nconsistenc~es and no further, are ~ereby
repealed or modif~ed to that extent necessary to affect the
prov~sions of th~s ord~nance.
SECTION 3. If any sect~on, subsect~on, sentence,
clause, or phrase of thlS ordinance ~s for any reason
held to be ~nval~d or unconst~tut~onal by a decis~on
of any court of any competent Jurisdict~on, such dec~s~on
shall not affect the valid~ty of the rema~ning portlons
of the ordinance. The Clty Counc~l hereby declares that
It would have passed this ord~nance and each and every
section, subsectlon, sentence, clause or phrase not
declared lnval~d or unconstitutional without regard

to whether any portion of the ordinance would be subsequently
declared lnvalld or unconstitutional.
SECTION 4. The Mayor shall slgn and the Clty Clerk
shall attest to the passage of thlS ordinance. The Clty

adoption. The ordinance shall become effectlve after
th~rty (30) days from ltS adopt~on.

Proposed Parklng Fee Increases - Lots 3 and 4
INTRODUCTION
This report concerns a staff recommendation to raise parking meter and monthly
permit rates on Parking Authority Lots 3 and 4 located just north of Wilshire
Blvd. between 3rd and 4th Streets.
BACKGROUND
Parking Authority Lots 3 and 4 are operated by 250 park1ng meters. The hourly
rate on these meters has been 5~ per hour since 1960. During the pnsuing years~
while the hourly meter rate has remained constant at 5~ per hour~ the monthly
permit parklng rate has increased from $6 to $12 per month.
The merchants and property owners in this area have indicated problems from
the increased demand for these parking lot spaces. In fact, over the past
three years~ staff has administratively reduced the time limits on approxi-
mately 100 of the spaces to a maximum time of three hours. An additional row
of 14 meters closest to Wilshire was changed to oJle hour. In spite of this,
these lots are heavily used. It appears the basic problem is the low parking
fee assessed both on an hourly and monthly basis. We are currently se1l1ng
a maximum of 142 monthly pennits at $12 per space per month, 80 of which are
sold to the U. S. Postal Service. New commercial developments in the area
have generated additional demand, and economically they must ask a higher fee
than what the Parking Authority charges. It is basically for thlS reason that
Parklng Lots 3 and 4 are nearly always full. Staff has conducted a parking

rate survey of private lots. as shown on Attachment 3. Parking Authority
rates are considerably lower than what private enterprise is currently charg1ng.
Staff believes that a ~O~ per hour meter rate would be reasonable in view of
the rates private enterprise is presently charging throughout the City. Staff
also believes that the existing rate of $12 per month would be too low. The
rationale for this increase is that with approval of the meter rate increase,
an individual parking five days per week. eight hours a day, would deposit
$8 per week or approximately $35 a month in the parking meter. Staff believes
that a monthly permlt rate of $20 should be established. This would still
permit the monthly parker a savings over feedi~g the meter, but would preclude
administrative problems that could be created by having too low a rate and
insufficient supply for the demand that exists.
REcm~MENDA nON
Staff recommends that the Parking Authority adopt the following:
1. Increase the hourly parking meter rate from 5~ to 20~ per hour on Park1ng
Authority Lots 3 and 4.
2. Increase the monthly permit parking rate on Parking Authority lots 3 and 4
from $12 to $20 per space per month.
3. Appropriate $10.000 from unencumbered Parking Authority funds to effect
the necessary parking meter rate changes.

Rental Charge for Fiscal Year 1978-79
Introduction
This Resolution is a legal requ1rement and authorized by Covenant 4 of
Contract 1688 (CCS) between thlS City and the Parking Authority.
Background
Each year the City is required to pay the Parking Authority $463,860 for the
lease of the parking structures. These funds are used by the Parking Authority
to pay the current year expense on the outstanding bonds issued to construct
the parking structures. The outstand1ng Parking Authority Bonds at present
are $557205000. In past years when add1tional funds accumulated in the bond
service fund, the annual payment for leasing the park1ng structures from the
Parking Authority was reduced. In 1977-78 flscal year the payment was $396,860.
This Resolution w1ll reduce the amount to be paid from the General Purpose
Funds of the City by $67,000 for 1978-79. Funds are now available 1n the
Bond Service Fund in this amount and are available for meeting current obli-
gations rather than have them accumulate in the Bond Serv1ce Fund, as it
reduces the cost to the General Purpose Funds of the City for the expense of
operat1ng the parking structures.
Recommendation
Staff recommends that the Parking Authority approve this Resolution reducing
the annual rental charge for the parking structures. The City Council approved
th1S reduction in rent on April 25, 1978, via City Counc1l Resolution No. 5002.
