Parking Authority Lots.
Introductlon
ThlS report recommends the Clty Council Increase the permit
fees for the ground floor and upper alsles In the parking
structures
from $40.00
and
$25.00
to $45.00
and $30.00
respectlvely, increase the "in district" (buslnesses wlthln the
assessment dlstrlct) and "out of dlstrIct" dIfferentlal fee from
$5.00 to $10.00 per month. It also recommends the Parklng
AuthorIty Increase the parking lot permit fees from $30.00 to
$35.00 per month.
Background
The most recent parklng perml t fee Increase for the parkIng
structures was approved by the Parking Authorl ty In September,
1980 and for the Parking lots In October, 1981. The permlt fees
have not been increased while the Consumer Price Index has
Increased by 12.5
percent Slnce January 1, 1981 when the
structure permlt fees went Into effect and 8 percent Slnce
January 1982 when the parklng lot permlt fee went Into effect.
The cost of operation and maIntenance of the parklng
structures and lots have Increased at a level conslstent wIth the
Consumer Prlce Index.

Santa Monica cOlcted in February, 1984, ~dIcates the mean
prIce for parkIng wIthin a structure IS $45.~ per month and for
park Ing In an open sur face park I ng lot the me an IS $35.00 per
month. ThIS can be compared to the mean price of parkIng In
publIC facIlItIes In Beverly HIlls of $60.00 per month and In
prIvate faCIlItIes In Century CIty of $75.00 per month.
Staff proposes to Increase the parkIng structure permit fees
from $40.00 to $45.00 per month for the ground floor and from
$25.00 to $30.00 for the upper parkIng aIsles. In addItIon, staff
proposes to Increase the monthly dIfferentIal fee paId by "out of
dIstrIct" permIt holders from $5.00 to $10.00 per month and to
Increase the parkIng lot permIt fee from $30.00 to $35.00.
Flnancial(~udget Impact
The parkIng structure permIt fees are general fund revenues
WhICh go towards the retIrement of the parkIng structure bonds
and to operate and maIntaIn the parkIng
structures. It IS
estimated the parkIng structure permIt fees will generate an
addi t lonal $24,800 In Gener al Fund revenue at account number
01-902-029-000-000.
The parking lot permIt fees are Parking Author 1 ty revenues
WhIch may be used for the operation and maIntenance of the
parkIng lots and to help fund CapItal Improvements. It IS
estl~ated the parkIng lot permIt fees WIll generate an addItIonal
