Approval of Partlclpation for Maln Street Employee Shuttle
System
Introductlon
ThlS report provides lnformatlon concern1ng the establishment of an experimental
shuttle system for employees of certain Main Street businesses and recommends
that the C1ty provlde parklng spaces at the Civlc Audltorium.
Background
One of the elenents of the ~~in Street Plan WhlCh was adopted over two years
ago is the provislon of a tram or shuttle sytem for employees and patrons of
the buslnesses south of Ocean Park Boulevard.
}~mbers of the Clty Council and staff have on a number of occaSlons met with
Main Street ASsoc1ation representatives to develop a sUltable plan. It now
appears that an experlmental shuttle plan for the perlod of August 1 to
October 1. 1983. is ready to begin.
Elements of the shuttle plan are as follows:
Service to be 7 days a week. 4:00 P.M. to 2:30 A.M.
with rented 12-15 passenger van.
Employees to be provlded passes to the Civic Audltorlum
park1ng lot. (~{hen space 1S not available in Audltor1um
Lot. Clty employee and other Clvic Center parking space
with be utllized.)
One security guard at the lot.
Two statlons -- probably at the F1Sh Co. and Josephina's
or other restaurants.

Operat~ng the Shuttle System
All operat~onal expenses and implementat~on would be the responsibil~ty of
the Maln Street Merchants. The C~ty's partic~pation would be lim~ted to the
contribution of 100 parking spaces at the Civ~c Aud~toriu~ free of charge.
The City staff will also provide adv~ce to the ~erchants as appropriate.
Budget/F~nanc~al Analysis
The C~ty wlll provlde, free of charge, 100 parking spaces at the C1V~C Center.
These spaces would otherwlse be pr~ced at 815 each thus resultlng over the
two TIonth period ~n a loss of park~ng lot revenues of $3,000. The Main Street
~[erchants w~ll fund all other costs for the shuttle system.
Enhanced parklng space avallab~l~ty on IIain Street as a consequence of this
system may result in added sales tax revenues. but this cannot be calculated
at th1S time.
Recommendat1ons
It 1S recommended that the Clty Council author1ze the use of 100 parklng spaces
in the Audltorlum Parklng lot for the ~lliln Street Shuttle System from August 1
to October 1, 1983.
