SUBJECT: Recommendation to certify Initial Study and Negative
Declaration for Addition to Parking structure #5
INTRODUCTION
This report recommends that the City council certify the Intial
Study and Negative Declaration for the addition to Parking
Structure #5.
BACKGROUND
The city is planning the development of a four-story, 300-space
addition to Parking structure #5, located at 1440 4th street in
Santa Monica. Upon completion of the the project, there would be
approximately 649 spaces in the structure.
The project also
includes conversion of the existing ground floor of the structure
along 4th street into approximately 7500 sq. ft. of retail space,
which may create up to six shops.
An Initial study and Negative Declaration under the California
Environmental Quality Act was prepared on the expansion project
and issued for public review.
The Initial study evaluated
potential impacts of the proposed proj ect including land use,
traff ic, parking, noi se, a ir qual i ty , and other factors and
determined that the project would result in no significant

adverse environmental effects. The 3o-day review period ended on
August 3, 1987. No comments on the Initial study were received.
In order for the project to proceed to the California Coastal
commssion for a Coastal Permit, the City council must certify the
environmental analysis.
BUDGET/FISCAL IMPACT
The recommendations of this report would not result in any
budget/fiscal impacts. Funds for this project have already been
allocated by the city.
RECOMMENDATION
It is respectfully recommended that the City Council certify EIA
840, the Intial Study and Negative Declaration for the expansion
of Parking structure #5 in that the Initial study and Negative
Declaration have been prepared in compliance with the California
Environmental Quality Act and the city's Guidelines for
Implementation of the California Environmental Quality Act, and
that the Initial study and Negative Declaration adequately
analyze the potential environmental effects of the expansion
project.
