Background The 1983-84 budget author1zed $315,000 for remodellng and 1mprovements to the CI ty' s Parklng Structures. A contract for maJor constructlon In Structure 112 at 1431 Second Street was awarded 1n June, 1984 , at a cost of $304,820 Includ1ng contingencIes. ThIS contract work IS near1ng completIon. However, there are a number of add1tlonal, supplementary features Wh1Ch the CIty Staff, the Mall Improvement Commlttee and the ThIrd Street Development CorporatIon have studIed for the past several months and recommend for lmplementatlon. Graphlcs The current structure remodellng contract contaIns only mInImal provls1ons for repalntlng and SIgnIng. In the past - 1 - P8 -I BEe 11 liU . ,. GS:SES:NM:ZH ~ CouncIl Meeting: .cember 11, 1984 Santa Mollta, California few months, City Staff and the organizations on the Mall determined that Mall information and directional sIgning need to be upgraded and that more extensive repainting and graphics should be included In the Parking Structure 2 remodel. A professional services contract was awarded to Beck and Grabowski, a graphiCS consul tant, to prepare recommendations for Improved signing and graphiCS In all SIX of the downtown parking structures. The graphiCS program, as recommended by Beck & Grabowski, for the remodel of Parking Structure #2 Includes the fabrication of a monument sIgn to Identify the Structure plus several Internal Illuminated signs to be located at the entrances and eXIts to the Structure. The Structure interiors are being completely repainted to Improve the appearance and make It easier to Identify where an IndiVIdual is parked. There wIll be all new directional and regulatory signs to clearly identify particular parkIng areas, elevators and staIrwells. CI ty forces are dOing the bulk of the paint work. The Internal illuminated directional and regulatory signs cannot be fabrIcated by City forces and must be produced by a sIgn manufacturer. ThiS work Will cost approximately $65,000 for Structure 2. Proposed Changes In Operation - For several years there have been suggestions that one or more of the structures be operated by either a prIvate company or City employees to give tickets and collect fees for parking In excess of the tIme established for free parking (currently 3 hours). The Mall Improvement CommIttee and Third Street Mall Corporation staff recommend operating - 2 - GS:SES:NM:ZH .~- . '. Staff proposes that such an operatIon be done by a prIvate contractor selected on a competItIve baSIS. Certain physIcal Improvements must be Installed to accommodate thIS type of operatIon. These Improvements Include electrIC entrance and eXIt gates, booths for the operators and supplIes at a cost of $40,000. In addItIon, 1t is estImated that $15,500 WIll be needed to pay the contractor selected to operate the structure for fIve months (approx1mately $3, 100/month). Staff w1ll return to CounCIl wIth a spec 1 flC proposal for a tr 1al operation program If so dIrected and wIll set forth more of the details of the operatIon. CommercIal Space Leases The current remodelIng of Structure Number 2 Includes prov idlng 7000 sq. ft. of leasable commerc lal space on Second Street. There has been substantIal Interest In leasIng the space for a convenIence grocery store (2,000 sq.ft.) bakery sales (1,000 sq.ft.) a dry cleanIng drop off outlet (500 sq.ft.) and a record and tape store (500 sq.ft.). $14,000 of addItIonal funds IS needed to complete the storefront to expedIte actual leasIng of the space. PotentIal Revenues - It IS estImated that If the current 3 hour free parkIng 11ml t IS retaIned that fees from parkIng In excess of 3 hour s wIll generate approx Imately $2,000 per month from ParkIng Structure Number 2. If free parkIng IS reduced to 2 hours, It IS estImated that $2,500 per month wIll be produced and if reduced to 1-1/2 hours #3,100 per month wIll be generated. - 3 - GS:SES:NM:ZH . Budget/FInanCIal Impact Staff proposes that $119,000 be approprIated from Parking AuthorIty Fund 77 to account number 77-770-610-000-904. Lease of commercIal space wIll generate approximately $35,000 for the remaInder of FY 84-85 ($8,750 X 4 months) and $105,000 annually In subsequent years. USIng the rate of $8,750 per month In rental revenue, the payback of the en tl re Struc ture 2 remodelIng proJ ec t would be $423,820 diVIded by 8,750 = 48 months. ParkIng AuthorIty revenue estImates for Structure 2 WIll be revIsed when staff returns with a specIfIC proposal for parking fees and more defInItIve commercIal lease InformatIon. Recommendations 1. It IS recommended that the ParkIng AuthorIty approprIate $119,000 from ParkIng AuthorIty Fund 77 to account number 77-770-610-000-904 to fInance addItIonal phYSIcal Improvements to ParkIng Structure Number 2j and 2. DIrect staff to pursue plaCIng a parkIng structure operator in Structure 2 for a perIod of fIve months as a test of thIS concept.
