Introduction This report requests that the City council award a contract to construct an oil/water separator, waste clarifier, automatic rainwater valve, leak sensors/monitor wells, and modified catch basin at the Transportation Yards to J. Holder Co., Inc., the lowest responsible bidder, in the "'",.....-t of $137,985. Background The City Council ,~ - ~~ t, ~~ - ti.~--; .;T- funds to construct an underground system the at leak ntrol Transportation Yards City's Underground Tank Ordinance. The proj ect consists of removing and disposing of existing pavement, excavating, shoring, placing of a waste clarifier, rehabili tation of the existing oil/water separator including a new automatic rainwater valve, installation of two monitoring wells and replac~ng asphalt concrete with concrete paving. The new oil/water separator will contain a leak detector device. The existing oil/water separator will have two monitoring wells installed near it to detect leaks. - 1 - I, .1-/ FEB 23 1968 . . A Notice Inviting Bids was published on January 6 and 7, 1988, in the Evening Outlook and four construction journals, and was sent to seven minority/women associations. Plans and specifications were issued to twenty-one contractors. Bids were received and read publicly on February 8, 1988 by the Deputy City Clerk. Five bids were received as follows: J. Holder Co., Inc. New York construction Progressive systems Design, Inc. G. B. Cooke, Inc. Herzig Corporation City Engineer's Estimate: $ 95,000 $ 137,985 ~49,700 ~50,797 157,000 ~64,700 J. Holder Co., Inc. provided three references in the bid package. Staff contacted and recei ved posi ti ve comments from the references on work previously performed by the Contractor. BUdget/Financial Analysis FUNDS REQUIRED Contract contingencies Total $ 137,985 13,798 $ 151,783 Appropriation authority is available at Account No. 41-750-657-000-907 in the amount of $54,382 and at Account No. 41-750-657-000-905 in the amount of $115,127 for a total of $169,509. - 2 - ~ ..- . . Recommendations It is recommended that the City Council: 1. Award a contract to construct an oil/water separator, waste clarifier, automatic rainwater valve, leak sensors/monitor wells and modified catch basin at the Transportation Yards to J. Holder Co., Ine., the lowest responsible bidder I in the amount of $137,985. 2 . Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instruction.
