SUBJECT: Award of Contract to construct an Oil/Water Separator,
Waste Clarifier, Automatic Rainwater Valve Leak Sensors/
Monitor Wells and Modified Catch Basin at the Trans-
portation Yards.
Introduction
This report requests that the City council award a contract to
construct an oil/water separator, waste clarifier, automatic
rainwater valve, leak sensors/monitor wells, and modified catch
basin at the Transportation Yards to J. Holder Co., Inc., the
lowest responsible bidder, in the "'",.....-t of $137,985.

The proj ect consists of removing and disposing of
existing pavement, excavating, shoring, placing of a waste
clarifier, rehabili tation of the existing oil/water separator
including a new automatic rainwater valve, installation of two
monitoring wells and replac~ng asphalt concrete with concrete
paving. The new oil/water separator will contain a leak detector
device.
The existing oil/water separator will have two
monitoring wells installed near it to detect leaks.

A Notice Inviting Bids was published on January 6 and 7, 1988, in
the Evening Outlook and four construction journals, and was sent
to seven minority/women associations. Plans and specifications
were issued to twenty-one contractors. Bids were received and
read publicly on February 8, 1988 by the Deputy City Clerk.
Five bids were received as follows:

G. B. Cooke, Inc.

J. Holder Co., Inc. provided three references in the bid package.
Staff contacted and recei ved posi ti ve comments from the
references on work previously performed by the Contractor.

Recommendations
It is recommended that the City Council:
1. Award a contract to construct an oil/water separator, waste
clarifier, automatic rainwater valve, leak sensors/monitor
wells and modified catch basin at the Transportation Yards to
J. Holder Co., Ine., the lowest responsible bidder I in the
amount of $137,985.
2 . Authorize the City Engineer to issue any necessary change
orders to complete additional work in conformance with the
Administrative Instruction.
