Background When City Counell conceptually approved the Arizona Plaza project, one of the key provisions of the development was that 304 parklng spaces be built atop Parking Structure No.4. ThlS necessitates the addition of four floors and consequent extension of the facade. The existing metal grille facade has a closely knit architectural pattern WhlCh makes the lnterior of the structure seem closed. In additlon, closed interlor partitlon walls in the Second Street stairwell contribute to the problem. By removing the stairwell partition walls and existing facade; and constructing a new open facade the full height of the build,ng, security and ventilatlon with,n Parking Structure No.4 can be lmproved. The proposed facade conslsts of concrete spandrels and pipe ra,ls simllar to the alley-side design. An archltectural rendering of the new facade is included as Exhibit A. Background An informational report was submitted to Council on February 28, 1978, regarding the results of a six-month trlal period for monthly roof parkers in Structure No.4. The results of that survey 1ndlcated the majority of the roof parkers 1n the District preferred to retain reserved spaces. Therefore, staff recom- mended that the status quo which existed for ten years be maintained Wh1Ch restricts monthly parkers to assigned spaces in the ground floor and roof levels. Mr. Marzec has requested that monthly parkers be permltted to utllize the level 1mmediately below the roof in Structure No.4 on an assigned basis. His con- tention was that the structure was not fully utilized at all tlmes, and there- fore those monthly permittees who wlshed covered parking should be allowed to have it. It is poss1ble to asslgn a llmited number of spaces for covered parking. If Council approves this request for covered, aSSigned parking, staff's recommendat1on would be that a charge of $11 per space per month be established. This would be only eqUitable Slnce those parking uncovered on the roof pay $8 and those park1ng 1n the covered area on the ground floor pay $13. $11 per space per month would be midway between the two. It is further recommended that these assigned spaces be rented at a monthly rate of $11 per space for those in District and $14 per space per month for those from out of the Dlstrlct. Staff further recommends that they be authorized to lnform any monthly permlttees who take advantage of thlS new area that it is condltional upon avallabillty of parking in the structure proper for shoppers; l.e., when occupancy wlthln the structure becomes great enough where this new program actually hinders parking for the shopper, it will be discontinued. The program requlrec that e~ght (8) to eleven (II) dollars per month be pald per car utllizing the parkl.ng permits, and apparently has ralsed funds to help support the structures and allevlate the tax burden of the Cltizens of Santa Monica. The parklng was restrlcted to the upper-most covered level, and requlred a monthly permlt stlcker to be placed an the vehicle. During the entlre program, WhlCh I partlcipated in, I never experlenced a full structure. In fact, I never experlenced the sectlon WhlCh allowed parklng over three hours to be full nor near full. However, ln splte or this over abundance of parklng spaces, and the fact that shoppers and other partles utllizing the three hour parklng spaces have ample spaces, the experlmental program allowlng extended parking has been terminated due to, "a need for additlonal spaces". When the program was termlnated, r contacted the Santa Monlca Parking Department in Clty Hall and was told that the program was termlnated due to the need for addltlonal space I find thlS hard to accept since I have never experlenced a full park1ng structure. In my op1Dlon, the fal1ure of the Parking Department to lssue pernlts and Talse funds to help support the parking structure ~s contrary to the best ~nterests of the cltlzenry of the City of Santa Monlca.
