Santa Mon~c aliforn~a Council,Meeting,~gust 10, 1982 '1/ g "-L/tJ 2- l,-B AUG 1 0 19d2 To: Mayor and City Council From: City Staff { Sub ]ect: Installatlon of Median Barrier on Pacific Coast Highway INTRODUCTION This report recommends City Council adopt a resolution supporting the lnstallation of a medlan barrier on Paciflc Coast Highway from north of the McClure Tunnel to beach parking lot *7. BACKGROUND Historically there has been a problem w~th westbound vehicles exiting the McClure Tunnel then making a U turn to head eastbound. Frequently, six or more vehicles w~ll simultaneously turn. This has resulted in many traffic accidents. Several years ago, Caltrans extended the median barrier north of the McClure Tunnel (see attached map) 1000 feet. ThlS reduced the problem of rear end accidents lnvolvlng vehicles exiting the tunnel and colliding with vehicles making U turns. However, the problems associated wlth vehicles making U turns still exists. Staff, Caltrans and resldents along Paclfic Coast Highway have met to determine the most effective way to mitlgate the problem of vehicles making U turns. The solution everybody agreed upon was extendlng the median north 1000 feet to beach parking lot #7. There would be a left turn lane to allow vehicles to make left or U turns. The existing U turns problem will be reduced because only one vehicle will be able to turn at a time. /;-'a 1 AUG 1 0 1982 GS:SS:RD:db. We have rece~ved a petition from the effected residents supporting the installation of the med~an barrier. It is est~mated to take a year for Caltrans to install the median barrier.Thls will be done at no cost to the City. RECOMMENDATION It is recommended City Council adopt the attached resolut1on supportlng the installation of a med1an barrier on Pacific Coast Highway from north of the McClure Tunnel to beach parking lot #7. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA SUPPORTING THE INSTALLATION OF A MEDIAN BARRIER INSTALLATION ON PACIFIC COAST HIGHWAY NORTH OF THE MCCLURE TUNNEL TO BEACH PARKING LOT 7 WHEREAS, there have been numerous accidents caused by vehicle drivers maklng U turns at the end of the present barrier; and WHEREAS, these accidents have resulted in several deaths and many injuries; and WHEREAS, the residents realize their ingress and egress will be affected but believe the inconvenience of the barrier wl1l be minor compared to the loss of life and other problems caused by the accidents; and WHEREAS. City Staff had reviewed the subject proo7em and concurs the median barrier will reduce the potential for accidents; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council supports the installation of a median barrier on Pacific Coast Highway from north of the McClure Tunnel to beach parkin lot 7L SECTION 2.
