SubJect: Expenditure of Surplus PLer Revenue
IntroductLon
This report 1S to inform CouncLl that lmmedLate expendlture
of some surplus PLer revenues would be advantageous to the CLty.
Background
A surplus of $80,000.00 over the estLrnated 1977-78 revenue
projectLons eXLsts. Funds for redecklng parts of the Pier
parking lot have been exhausted but other areas need replacement
and the CLty would realize a conslderable savLngs in doing
this work at thls tLme whLle the contractor stll1 has his equip-
ment on the PLer s~te. In addLtlon to these areas whLch have
been found to be dangerous for contlnued use there is an area
immedl.ately behind the "Beachcomber" on the PLer which, lf
replaced, would allow for needed expansLon of thlS shop and
therefore addLtional revenue l.n rental Lncorne. Cost of this
work LS estlmated to be $201000.
Completlon of the pier parking area has revealed some areas
whLch are dangerous ln evenlng hours because of Lnadequate
llghting and the cost to remedy thlS sltuation would be about
$10,000.
The addltional parkLng spaces now available on the pier have made
the current method of collectLng parklng fees obsolete causing
serlOUS traffic congest~on at the parklng entrance resulting in
revenue loss. Councll has approved a proposal of the Cincin-
nattL Tlme Company at a cost of $9,104.34 which has been designed
to alleviate this situatLon and immedlate approval of fundlng
from surplus revenues would allow LmplementatLon of thl.S system
ln tLme for the summer season.

Alternative Solutlons
Not to approve any or all of these expenditures at thlS tlme
would result 1n 1ncreased costs, if approved at a later date,
in addltlon to the lncreased potential for C1V1I suits against
the Clty resulting from lnJury or loss due to some of the
dangerous sltuat10ns revealed.
Reconunendatlon
Staff recommends that Counell approve all expendltures as
outllned In thlS report.
