SlIBJECT: A RecoflYllendatlon to Increase Monthly Parking Rates
Introductlon
This report recommends that monthly parking rates for the Parking Structures
and for Lot 6 be lncreased to reflect increased ma1ntenance costs and current
market rates.
Background
On October 24, 1978, (Item 6-C1)~ the C1ty Council established monthly rates
for the Parking Structures and for Lot 6 (on 2nd St. between Broadway and
Santa Monica Blvd.) as follows:

On July 10, 1979, the Council approved a staff recommendation (Item lI-B) to
sell an additional 50 permits per structure (excludlng December) at the flrst
level below the roof level as follows:

Vandalism as well as increases in normal maintenance costs now make lt neces-
sary to increase the parklng rates to reflect current costs. As an example
of the costs due to vandallsm, the elevators have been flooded by the fire
hoses on three occaSlons, and staff lS now forced to relocate the flre hose

cabinets and replumb the water system, as well as to rebuild the elevator
motors, at a cost of more than $80,000.
The staff has had several ~eetlngs with ~erchants on the Mall regarding oper-
ations of the Parklng Structures wlth partlcular emphasls on the security of
the users of the structures and the use of a prlvate operator for the struc-
tUres. The staff will recommend at a subsequent meet1ng that the City adver-
tise for bids for a private operator for the structures. The increase in the
monthly permlt rates has been approved by the Chamber of Commerce Retail
Committee and the Board of Directors. The lncrease is needed to pay for in-
creased Maintenance regardless of who operates and provldes security for the
structures. There has traditionally been a dlfference in the cost of permits
for parkers from establishments within the or1qlnal Assessment Distrlct and
for those out of the District. The cost for parkers ~ithin the District 1S
less because the owners within the District pay an additional $2.10/5100
assessed valuatlon and tenants pay five tlmes the normal bU51nes5 license
fee, in addition to the parking permit fees shown.
The staff recommends that the parking rates for the structures and Lot 6 now
be increased to the following:

The 1ncrease wll1 generate an additional amount of revenue estimated to be
$47,000 per year.

Current rates for private parking lots in the Central Business District average
$25.00 per month for open air parking and $35.00 per month for covered parklng.
Recommendatlon
It is recommended that the City Counc1l approve the lncreased monthly parking
rates for the Parklng Structures and Lot 6 as indicated above and adopt the
attached resolution implementing the new rates.
