INTRODUCTION
This report requests that Clty Council award a contract for the
1989-90 Water Main Replacement proj ect to Radich Constructlon
Inc. ,
the
lowest
responsible bidder,
ln the amount of
$800,787.00.
BACKGROUND
During
the
FY1989-90
budget
process,
the
City
council
appropriated funds in the amount of $1,100,000.00 for water main
replacement. The facilities designated for replacement are:
Montana Avenue - Ocean Court to 17th street
Ocean Court - Montana Avenue to California Avenue
Lincoln Court - Georgina Avenue to Alta Avenue.
The water malns are old, unlined cast iron and have deteriorated
to the point that replacement is necessary. The existing water
mains will be replaced with cement lined ductile iron.
A Notice Inviting Bids was published on March 9, and 12, 1990 ln
the Evening Outlook.
Bldding packages were issued to 25
contractors and 14 construction advertising services including
six
minority and outreach publications.

Three references, given by Rad.lch Construction, Inc. were
$1,200,000.00
consulted and found to be satisfactory.
Mr. Robert Radich, President of Radich Construction, Inc.,
advised staff that the company utilizes union labor and will
abide by the City's prevailing wage requirements. Mr. Radich is
confident that his bid does not contain any errors or omissions
and reflects the advantages of using the latest state-of-the-art
equipment, which produces economical and high quality work.

RECOMMENDATIONS
It is recommended that the City Council:
1. Award a contract for the 1989-90 Water Main Replacement
Project to Radich Construction, Inc., in the amount of
$800,787.00; and
2. Authorize the City Engineer to issue any change orders
necessary to complete additional work to the extent of funds
available in accordance with the Administrative Instructlon
on Change Orders.
