SUBJECT: PROHIBITION OF TRUCKS ON PACIFIC COAST HIGHWAY WEST OF LINCOLN
Introduction
Th1S report recommends C1ty Counc1l direct the City Attorney to prepare a resolution
prohibiting through trucks or truck and trailer combinat1ons with four or more axles
from util1zing Pacific Coast Highway from Lincoln Boulevard to the North City Limits.
Background
On May 17, 1979, the California Department of Transportation (Caltrans) enacted
a temporary restriction of truck or truck and tra1ler combinations with four or
more axles from utilizing Pac1f1c Coast H1ghway north of Topanga Canyon Blvd. to
the Ventura County line. The restriction applies to through traffic only, exempt-
ing trucks that provide services for the Malibu area or which have bus1ness or
construct1on related pick-ups or del1ver1es within the area. In May, 1980, the
Los Angeles County Board of Supervisors requested the restrict10n be permanent.
The general highway alignment in the Mal1bu area, speeds at which vehicles travel,
the narrow wldth of lanes, on-street parallel parking and close prox1mity of ga-
rages to the traveled lanes Wh1Ch require people to back d1rectly 1nto these
lanes are very similar to the conditions 1n the Santa Monica Area.
The California Vehicle Code~ Sections 2ll0l(c) and 21104 authorizes local author-
it1es to adopt rules and regulations by ordinance or resolution which prohibit
the use of a particular highway by certa1n vehicles. When a State highway is
1nvolved, as is the case with Pacific Coast Highway, the local legislative body
must obtain Caltransl written approval of the ordinance or resolution before
it is effective.

Recommendatlon
It is recommended to the City Council to direct the City Attorney to prepare a
resolutlon for the prohibiting of truck or truck and traller combinations with
four or more axles from uSlng Paclfic Coast Hlghway from Llncoln Blvd. to the
North Clty limits, except for trucks that are required to provlde serVlces or
make pick-ups or deliveries wlthin the area.
