MOtorcycle - Moped Parking in Beach Parking Lots

Introduction
This report discusses the present policy concerning parking of
motor driven cycles in beach parking lots. Also presented is
the policy used by the Los Angeles County Department of Beaches
in their park1ng lots and an alternative policy.
~ackground
At the February 28, 1978 Council meeting, Council requested staff
to report on the feasibility of establishing reduced parking rates
and separate parking places for motor driven bicycles in beach
parking lots.
Staff researched the policy of the only other public agency with
public beach parking lots, the Los Angeles County Department of
Beaches, and found that they charge according to "the traffic",
but never less than a $1.00 per s1ng1e bike. If two cyclists drive
in, it is still $1.00, if four--total $1.00, if more than four,
they charge an additional dollar. Parking is in car stalls.
Santa Monica presently charges $1.00 per "cyclist" and 1Jarkino- is in
car stalls. City revenue from cyclists is esti~ated to be aD1Jroxi~ately
$500 per year. A reduced rate would not significantly affect parking
lot revenue.

A reduced or no fee would, in staff's opinion, promote a greater
influx of these vehicles in view of the ~resent County policy_
I~ any change is to be made, free parking would remove the admin-
istrative costs of orinting new tickets and the additional chan~e
making problems.
Alternatives
1. Council may continue the existing ~olicy and be consistent
with the Los Angeles County nolicy_
2. Council may reduce the parkin~ fee for motor driven bicycles.
3. Council may remove the fee for parking, allowine free parking
in l'dead" spaces on the lots.
Recommendation
Staff recommencs the continuation o~ the Dresent policy and
current fee for motor driven bikes.
