SUBJECT: Appropriate Funds in the Amount of $50,000 to Purchase
Change Machines for the Parking structures and Parking
Authority Lots
INTRODUCTION
This report requests that the Parking Authority appropriate funds
in the amount of $50,000 for the purchase of change machines for
each of the parking structures and Lots 9 and 11.
BACKGROUND
Parking structures
In October 1987, the city council approved the installation of
parking meters in the parking structures. The meters accept only
quarters.
As a result, many people have complained about the
inconvenience in using the meters because they do not have enough
quarters.
At the same time the meters were installed, change
machines were installed in each of the six parking structures.
However, due to the size of the structures, the single location of
the machines has inconvenienced many persons.
Recently, the
Bayside District Corporation Board of Directors and executive staff
requested the installation of an additional change machine in a
second location in each structure.
Parking Lots
since the parking meter fee increase in July of 1989, the Main
Street area (on-street and public parking lot meters) requires the

use of one quarter per twenty minutes. This requires the user to
carry many quarters,
A request was made by the Main street
Merchants Association to install change machines in a central
location at Lots 9 and 11.
staff concurs with these requests and believes that the change
machines should be installed as soon as possible in the parking
structures and as soon as practical in Lots 9 and 11.
BUDGET/FINANCIAL IMPACT
Funds are available in the amount of $50 ,000 in the Parking
Authori ty fund balance to finance the purchase of these change
machines. The funds must be appropriated by the Parking Authority
to Account 77-500-610-00000-8850-00000.
RECOMMENDATION
It is recommended the Parking Authority appropriate parking
Authority funds in the amount of $50,000 to Account 77-500-610-
00000-8850-00000 for the purchase of change machines for the
parking structures and Parking Authority Lots 9 and 11.
