Background When Clty Councll conceptually approved the Arizona Plaza project, one of the key provislons of the development was that 304 park1ng spaces be built atop Parklng Structure No.4. Th1S necessltates the addltion of four floors and consequent extenslon of the facade, The eX1sting metal gr1lle facade has a closely knlt architectural pattern which makes the interior of the structure seem closed. In addltion, closed lnter10r part1tion walls 1n the Second Street stainJell contribute to the problem. By remov1ng the stalrwell partltlon walls and existlng facade; and constructlng a new open facade the full he1ght of the build1ng, security and ventilation wlth1n Parking Structure No.4 can be improved. The proposed facade cons1sts of concrete spandrels and pipe rails Slm1lar to the alley-s1de deslgn. This open design has recelved conceptual approval from the Arch1tectural Review Board. At that meetlng the Councll did not approve the facade deslgn nor were funds appropriated. Instead the staff was dlrected to prepare modlficatlons to the deslgn and on October 14, 1980 authorizatlon was glven to engage an arch1tect at a fee not to exceed $3,000. Also an Ad Hoc committee consisting of (ouncll members Scott, Reed, and Yannatta-Goldway were apPo1nted to work w1th the staff regarding the details of modlficatlons deslred. ThlS committee also included design review board member Prochnow. Th1S group met w1th the staff and reached a consensus Wh1Ch approved the concept of the prevlously subm1tted staff prepared deslgn, but with certaln changes. These changes included providlng the same type of facade on the port1on 1n front of the sta1rwells, openlng up the facade on the ground level and adding transparent doors to the elevators. The staff retalned the archltectural firm of Donley-Bundy and Associates to prepare archltectural drawlngs to incorporate these changes. The drawings wlll be avallable at the Councl1 meetlng and in the Council offlce prior to the (ouncll meeting. Estimated Costs: The developer, Teleklew Productlons, Inc., has estimated that the cost of removal of the eXlsting facade and constructlon of the new facade lncludlng the 4-story additlon portlon, at 5250,000. ThlS amount includes $96,000 of facade work requlred due to the addltion. The estimated cost of the stairwell modlflcation 15 525,000 and the est1mated cost of the elevator door mod1f1catlons 1S $28,000, Funds are ava1lable 1n the amount of $240,000 1n the Parklng Structure Reserve Fund to accomplish this work. Alternat1ve City Council may elect to requ1re the developer match the eX1st1ng facade in Wh1Ch case there w1ll be no cost to the C1ty. The staff recommends that the stairwell modificat1ons and elevator door modificatlons be done at an est1mated cost of $53,000 1n any case. It lS 1mperative that a decis10n regarding these modif1cations be made immedlately because the contractor w1ll be completlng the work before the end of the year and wlll be leaving the Job slte. If the contractor must return to the job slte after leav1ng, each of the estimated costs wlll be much h1gher. Recommendatlon It 1S recommended that the City Council approprlate $240,000 (lncluding 533,000 for lnspection and contingency costs) from the Parklng Structure Reserve Fund (Account No. 01-500-412-000-920) and author1ze the staff to negotlate a contract with C.W. Driver Company for the entire new facade, new stairwell modificat1ons, and new elevator doors for a sum not to exceed $240,000. Prepared by: Stan Scholl
