Lj/?--ooY Santa Monica, California GS:SES:MHE Parking Authority: September 5, 1989 TO: Parking Authority FROM: City staff SUBJECT: Recommendation to Authorize the Executive Secretary to Execute a License Agreement for Encroachment Under Parking structure No.1, Fourth street, North of Arizona Avenue INTRODUCTION This report recommends that the Parking Authority authorize the Executive Secretary to execute a license agreement for encroachment of structural ties/vertical soldier beams under Parking structure 1 as requested by Search Builders' for its proposed development on the northwest corner of Fourth Street and Arizona Avenue. BACKGROUND Search Builders, the developer of an office building at the northwest corner of Fourth street and Arizona Avenue, proposes to place tieback devices which are required for the construction of subterranean parking structure adjacent to ~he City/parking Authoritity parking structure. It is common for staff to approve the placement of such tieback devices and vertical soldier beams under streets and alleys upon review of structural plans and the receipt of user fees. Search Builders 1 request is unusual only in that the si te is directly adjacent to a City owned property and the developer proposes to place the vertical beams under the parking structure wall on city property. The proposed placement was determined to be structurally sound. Staff has calculated a license fee of $125,025 be charged to the developer for the right to use City property for this purpose. BUDGET/FINANCIAL IMPACT Upon approval of this recommendation, Parking Authority Revenue Account No. 77-926-260-000-000 budget should be increased by $125,025. RECOMMENDATION It is recommended that the Parking Authority: 1. Authorize the Executive Secretary to execute a license agreement with Search Builders allowing placement of tieback dev ices/vertical beams under City property upon payment of negotiated fees and completion of all other conditions of the license agreement; and 2.
