This report recommends that the Parking Author~ty establ~sh
the monthly parking perm~t fee for Lot 11 at $20 per month.
Background
At the February 25th C~ty Counc~l meeting City staff was
instructed to re-evaluate the park~ng lot perm~t fee for Lot 11
taking ~nto considerat~on the demand (or lack thereof) for permit
park~ng.
In December,
1984, the Parking Authority established an
uniform park~ng permit
fee of
$35 per month for
all
the
Author~ty's
surface
parking
lots.
Prior
to
and
includ~ng
December, 1984, the permit fee for Lot 11 was $20 per month and
the remaining surface park~ng lots throughout the City had a $30
per month permit fee. There are 138 spaces in lot 11. Twenty four
of these spaces are leased to an adjacent development as part of
an easement agreement.
The ~ncrease of Lot 11 parking permit fees in 1985 was based
upon two factors. The first was the Parking Authority had
recently landscaped, resurfaced, and ~nstalled park~ng meters ~n
Lot 11 and the second was that a un~form perm~t fee was easier to
adm~nister.
The demand for monthly permlt parking has been historically

low in th~s lot. The Parking Authority sold an average of 11
permits per month in lot 11 prior to the improvements to the
park~ng lot. Since t he ~ mprovement sand t he perm~ t fee increase
to $35 per month, the Park~ng Author~ty sells an average of 5
permits per month. Typical weekday parking usage of the lot by
the public is less than 30%.
The reason for the low demand may be attributed to the fact
that many people do not know where lot 11 ~s located or how to
access the lot. The access is supplemented w~th directional s~gns
ind~cat~ng the locat1on of the lot. The use of the lot is still
low.
Staff proposes to reduce the monthly parking perm1t from $35
to $20 per month. The $20 per month rate was established 1n 1981
and was in effect through the end of 1984. Staff w~ll notify all
area businesses of the new monthly park1ng perm1t fee.
Fiscal/F1nancial Impact
There
will be no s1gn1f1cant f1scal or f1nancial ~mpact
because of the histor1cally low demand for monthly permit parking
in Lot 11. The lower cost permits may generate a small 1ncrease
1n the number of permits sold but a revenue increase 1S not
ant1c1pated.
Recommendation
It ~s recommended the Park1ng Authority establish the monthly
parking perm~t fee for Lot 11 at $20 per month.

A RESOLUTION OF THE PARKING AUTHORITY OF THE CITY
OF SANTA MONICA ESTABLISHING PARKING PERMIT FEES
FOR PARKING AUTHORITY LOT 11 AT $20 PER XONTH
WHEREAS. the Parklng Authorlty of the Clty of Santa
Monica lS empowered by Sectlon 22419 of the Vehlcle Code of the
State of Cellfornla to regulate off street parklng.
NOW, THEREFORE, THE PARKING AUTHORITY OF THE CITY OF
SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. Parking Permlt fee ror Parklug Authorlty Lot
11 shall be $20.00 per month per space.
SECTION 2.
Thlrty percent of the avallable parklng
spaces shall be avallable for permlt parking on the southern end
of the lots 1.n such areas as designated by the Park1.::J.g and
Traff1.c Englneer.
SECTION 3. The City Clerk shall certlfy to the adopt1.on
of this resolution and thenceforth and thereaf:er the same shall
be in full force and effect.
