SUBJECT: Recommendation to Set Public Hearing for August 11,
1987, to Confirm Assessments for the streetlight
Installation on 31st street between Pearl street and
Ocean Park Boulevard.
Introduction
This report recommends that the city Council set a pUblic hearing
for August 11, 1987, to confirm assessments for streetlight
installation on 31st Street between Pearl street and Ocean Park
Boulevard.
Background
A streetlight petition from the residents of 31st street between
Pearl and Ocean Park was accepted by the City Council along with
petitions from residents of several other streets (Hill, Yale,
Harvard, 9th, 12th, Princeton, and Franklin) on January 14, 1986,
and a pUblic hearing was set for February 25, 1986. The pUblic
hearing was held and the Council ordered the project to proceed.
Staff designed the project and a contract to construct the
streetlights was awarded on September 9, 1986.
On April 28, 1987, staff presented to Council a staff report
recommending that a public hearing be set for May 26, 1987, to
confirm assessments for the district. Due to an error on staff's
part, 3lst street between Pearl and Ocean Park was inadvertently
omitted. A separate pUblic hearing must be held. The attached

resolution sets a public hearing for August 11, 1987. A Notice
of Public Hearing with the amount of assessment will be sent to
each property owner fifteen days in advance of the hearing.
Also, the notice will be pUblished in the Evening Outlook for two
consecutive days fifteen days prior to the public hearing.
BUdget/Financial Impact
The total cost of the entire project (Hill, Yale, Harvard, 9th,
12th, Princeton, Franklin and 31st street) is $282,960, of which
the City'S cost is $155,321.15, and the assessment amount is
$127,638.55. Of these amounts, 31st street property owners will
be assessed $12,348.35 and the city will pay $14,942.33. Funds
are available at Account No. 01-770-453-000-905 for the city's
share.
A detailed assessment report will be presented at the public
hearing.
Recommendation
It is recommended that the city council adopt the attached
resolution setting a public hearing for August 11, 1987, to
confirm assessments for streetlight installation on 31st street
from Pearl to Ocean Park.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA SETTING A PUBLIC HEARING FOR
ANY PROTESTS OR OBJECTIONS TO THE CONFIRMATION
OF ASSESSMENTS FOR INSTALLATION OF
STREETLIGHTS ON 31ST STREET BETWEEN PEARL
STREET AND OCEAN PARK BOULEVARD
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. The Superintendent of streets will file a
report of work pursuant to section 5882 of the Streets and
Highways Code of the state of California, relating to the
installation of streetlights on 31st Street between Pearl Street
and Ocean Park Boulevard in the City of Santa Monica.
SECTION 2. Pursuant to Sections 5870 et. seq. of said
Code, the city Council does hereby order and declare that on the
11th day of August, 1987, in the council Chambers of city Hall,
it will hear and pass upon any and all objections or protests to
the report of work of the Superintendent of streets and the
amount of the assessment levied against the real property in said
report.
SECTION 3. All protests or objections must be in
writing and filed with the City Clerk on or before the time set
for hearing of protests and objections.
SECTION 4. The City Clerk is hereby directed to mail
notices, in the manner and form prescribed by law, of the
adoption of this Resolution to all persons owning real property

in the hereinbefore described assessment district whose names and
addresses appear on the last equalized assessment roll for the
city taxes or as known to the city Clerk. A Notice of Assessment
shall also be published in the Evening Outlook for two

SECTION 5. That the city Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.
