Assessments for the installation of streetlights on various streets. Introduction This report recommends that the City Council set a public hearing for June 28, 1988, to confirm assessments for streetlight installation on the following streets: 23rd street between pico Boulevard and Pearl Street 33rd Street between Ocean Park Boulevard and Pearl Street 19th Street between Wilshire Boulevard and California street 18th street between Wilshire Place North and California street 5th street between Pacific street and Strand Street Alta Avenue between 4th street and First Court 11th Street between Washington and Idaho Stanford street between Wilshire Boulevard and washington Avenue Marguerita Avenue between 4th Street and First Court 5th Street between Wilshire Boulevard and Washington Background Streetlight petitions from the residents of the above streets were accepted by the City Council in two groups. FIRST GROUP Petitions Accepted: March 24, 1987 Public Hearing: April 28, 1987 23rd street between Pica Boulevard and Pearl Street 33rd Street between Ocean Park Boulevard and Pearl street 19th street between wilshire Boulevard and California street 18th Street between Wilshire Place North and California Stree~...::r- MAY 2:" 1988 'l 5th street between Pacific street and strand street . Alta Avenue between 4th street and First Court* 11th street between Washington and Idaho *residents of A1ta Avenue were not notified properly and another public hearing for this street was held on October 13, 1987. SECOND GROUP Petitions Accepted: May 12, 1987 Public Hearing: June 9, 1987 Stanford street between Wilshire Boulevard and Washington Avenue Marguerita Avenue between 4th street and First Court 5th street between Wilshire Boulevard and Washington The city Council ordered the projects to proceed. The projects were combined and on september 8, 1987, a contract was awarded to construct the streetlights. The attached resolution sets a public hearing for June 28, 1988, in accordance with the Improvement Act of 1911. A Notice of Public Hearing with the amount of assessment will be sent to each property owner fifteen days in advance of the hearing. Also, the notice will be published in the Evening Outlook for two consecutive days fifteen days prior to the public hearing. BUdget/Financial Impact The total cost of the project is $284,815.00, of which the City's cost is $149,753.08, and the assessment amount is $135,061. 92. Funds are available at Account Nos. 01-770-453-000-903, 01-770-453-000-905, and 01-770-453-000-907 for the City'S share. A detailed assessment report will be presented at the public hearing. ~ , Recommendation It is recommended that the City Council adopt the attached resolution setting a public hearing for June 28, 1988, to confirm assessments for above streets. (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA SETTING A PUBLIC HEARING FOR ANY PROTESTS OR OBJECTIONS TO THE CONFIRMATION OF ASSESSMENTS FOR INSTALLATION OF STREET- LIGHTS ON VARIOUS STREETS WITHIN THE CITY OF SANTA MONICA THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The Superintendent of Streets will file a report of work pursuant to section 5882 of the streets and Highways Code of the State of California, relating to the installation of streetlights on: 23rd Street between Pi co Boulevard and Pearl Street; 33rd Street between Ocean Park Boulevard and Pearl street; 19th Street between Wilshire Boulevard and California Street; 18th Street between Wilshire Place North and California street; 5th street between Pacific Street and Strand Street; Alta Avenue between 4th street and First court; 11th Street between waShington Avenue and Idaho Avenue; Stanford Street between Wilshire Boulevard and Washington Avenue; Marguerita Avenue between 4th Street and First Court; 5th Street between Wilshire Boulevard and Washington Avenue, all within the City of Santa Monica. SECTION 2. Pursuant to Sections 5870 et. seq. of said Code, the City Council does hereby order and declare that on the 28th day of June 1988, at 7:30 p.m. in the Council Chambers of Ci ty Hall, it will hear and pass upon any and all objections or protests to the report of work of the Superintendent of streets - . . and the amount of the assessment levied against the real property in said report. SECTION 3. All protests or objections must be in writing and filed with the City Clerk on or before the time set for hearinq of protests and objections. SECTION 4-. The City Clerk is hereby directed to ~ai1 notices, in the manner and form prescribed by law, of the adoption of this Resolution to all persons owning real property in the hereinbefore described assessment district whose names and addresses appear on the last equalized assessment roll for the City taxes or as known to the city Clerk. A Notice of Assessment shall also be published in the Evening Outlook for two consecutive days fifteen days prior to the public hearing. SECTION 5.
