Introduction
This report requests that the City council hold a public hearing
for the confirmation of assessments for the above streets.
Background
streetlight petitions from residents of the above streets were
accepted by the city Council on January 14, 1986, and a public
hearing was set for February 25, 1986. The public hearing was
held and the Council ordered the project to proceed. Staff
designed the project and a contract to construct the streetlights
was awarded on September 9, 1986.
The work is complete and assessments are due. In accordance with
state law, a public hearing must be held to confirm the
asseSSMents and on April 28, 1987 Council set the public hearing
for May 26, 1987. A Notice of Public Hearing with the amount of
assessment was sent to each property owner 15 days in advance.

This letter 18 flIed with you regarding my comments about the
proposed construction of street lights on Ashland between 4th
Street and 6th Street. I wish this letter to be considered by
the City Councll when they meet ln chambers on September 12.
1989.
I do not obJect to the installation of street lights per se, as I
belleve in safety, crime prevention, and the other beneflts of a
l1ghted area. However, when I purchased my buildmg on the
corner of 6th Street and Ashland, part of the purchase prlce was
for the street light on my corner. ThlS lS sufflclent llghting
for my property. If the other property owners and renters down
the block want street lights, please glve it to them, but they
must pay for It. I respectlvely feel that my tenants and I have
met our obligation and we should not have to share ln the
con8tructlon costs of street lights to primarily beneflt others.

I{;; SUPPORT OF STREETLIGHTS on the above-referenced street.
I know that your letter of August 11, 1989 informlng us of
the protest hear1.ng date speclficallv states that only
wrltten protests should be flIed, but because of v.'"hat happened
3 years ago, 1 feel I must speak out.

l\'ha t happened Fas that THO people who opposed
the 11ghts cal'le to the meetlng, and somehow persuaded the
Clty Counell to put 11ghts on only half the block. Hm-J
thlS happened, I don't kno,,,,- , but now half of Franklin
Street, from L1.pton to the reservoir lS llghted, and the other
half, 1.S pltch black. It would be a real eye-opener for the
members of the City Counell lf they ,-Jere to drive over Franklln
Street, after dark, from ~':ilshlre to ylontana and Just see for
themselves the dramatic dlfference from one end of the street
to the other.
I only know of one person ,..ho opposes the llghts
thls t1.me; but I am not taklng any chances. I plan to attend
the meetlng of September 12. ~,J e only needed 60% of the residents
to slgn; we got 81%, and some of those Fha d1dn't slgn Here
never able to be reached.
I ,.,rould appreciate lt lf you could dlstrlbute caples
of th1s letter to all menbers of the Councll; ve really need
these lights.

Gentlemen:
I am writing to express my support for Resolution No. 7872
and urge you to move forward with the planned work. My wife and I,
and many other residents of Franklin street, feel that it is
critically important that street lights be installed. The top of
the Franklin hill is completely dark at night making it difficult
to see cars speeding over the top of the hill and creating an
environment that encourages crime and vandalism. Over the last
several years there have been numerous and repeated incidents of
arson, vandalism, malicious mischief, and other types of criminal
activity on the Franklin hill. There used to be a single street
light mounted on a telephone pole across the street from our house
at 835 Franklin Street until a few years ago, at which time an
arsonist burned down the telephone pole. Problems in the past have
been so severe that the Santa Monica Police Department held
neighborhood meetings with the residents of Franklin street.
Further, we corresponded and met with Lyle L. Lentz, Arson
Investigator with the City of Santa Monica Fire Department. I have
enclosed photocopies of a Police Report and numerous other
documents related to the on-going problems with vandalism, fire,
etc.
The total darkness due to lack of street lighting encourages
criminal activity that could result in death or injury due to an

arsonist set fire, due to someone being struck by a car because of
lack of visibility or in connection with a robbery or act of
vandalism. We are very pleased and grateful that the Santa Monica
city Council is finally taking action to install the desperately
needed street lighting and thank you for addressing the problem.

NOTICE OF NEIGHBORHOOD ~mETING
At the suggestion of Officer Don Umber of the
crime Prevention Unit of the Santa Monica Police Department,
a meeting has been scheduled for the residents of Franklin/
Bristol Streets between Montana and Li~ton Avenues. The
purpose of this meeting is to discuss the acts of arson,
vandalism and harassment that have been on the increase in
the neighborhood since the first of the year. The meeting
will be as follows:
DATE: Wednesday, August 28, 1985
- TIME: 7:30 p.m.
PLACE: 731 Bristol Street
Every he' .5~:Luld is enccul.d~ed to send a-c least one
representative. In addition to Officer Umber, the Santa
Monica Police Department is also sending Detective Eddie
Kaiser and a representative of the Arson Squad; the West L.A.
Division of the LAPD will also send representa~ives.
We hope to have a good turnout so that some
decis10ns may be reached on dealing with these problems.

The reI/owing is a chronology or incidents o~ arson and vandalism which
have occured in our neighborhood:
December 22~ 198#: A convertible had it's roof slashed in front
of 834- Frank I in.
January 30, 1985: A car was set ~ ~ in the driveway of 83l/. Franklin.
Apr i I Ill-: At 3 a.m., a oar was set ~n fire in front of 83Ji.
Frankl in.
May 16: Hedges were set ~ fire at 731 S. Bristol.
May 24-: A car was set on fire at 1 a.m. at 733 S. Br is t 0 I .
May 24.: Hedges at 7Ji.1 Bristol were set ~ rire at 12:30 a.m.
May 26: At 1 a.m., a resident of 731 Bristol witnessed a suspect
who escaped on foot.
Since we as neighbors have little contact with one another, there
may be other incidents of vandalism that have occurred in our
neighborhood that we should compare notes on.
I encourage you to contribute to an investigation regarding this
matter so as to quickly stop the arson and vandalism at work in
our neighborhood by attending a meeting at Marolyn North's home
at 7 p.m. Thursday~ Hay 30th. at 731 Bristol.
