ThIS report requests that the CIty CounCIl hold a PublIc HearIng
for the confIrmatIon of the assessment of costs of street lIght
lostallatlon on the above-named streets.

On August 14 t 1984, ResolutlOl1. of IntentIon No. 6898 (ces) was
passed by CounCIl formIng the streetlIght DIstrIct (A)* for
Frankl Fl, Berkeley, Stal1ford and PrInceton Streets between Santa
MonIca Boulevard and Colorado Avenue; Twenty-fIfth Street betweel1.
PICO Boulevard and Pearl Street; Strar.d Street from SIxth Street
to LlllCcln Boulevard; and EuclId Street from Broadway to Colorado
Avenue. ResolutIon of InteYltlon No. 6915 (CCS) was passed 011
September 1 1 t 1984, formIng the streetlIght DIstrIct (B)* on
EUl')lld Street between Brentwood Terrace and MarguerIta. These
two dIstrIcts ~vere t)ld as or.e prOject and a contract was awarded
by CounCil on November 27, 1984. The streetlIghts have been
Installed and are operating.

On August 13, 1985, the CIty CouncIl set a publlC hearIng for
September 10, 1985, on the assessment of costs of the above-named
streets. IndlVldual letters statIng estImated cost of
Improvements and the date of the publIC hearIng were mailed to
each property owner In the distrlcts on August 26, 1985. A lIst
of property owners and estImated assessment amounts WIll be
available 10 the CouncIl Chambers at the tIme of the CouncIl
meetIng.
NotIces were also posted near mall boxes on each multI-famIly
bUlldll1g In the area ill order to Inform tenants of the publIC
hearIng and pass-through of costs.
In aGcordance WIth the Improvement Act of 1911, It IS also
requIred that notIce of the publiG hearIng be pUblished In the
newspaper at least 15 days prIor to the publIG hearing. ThIS was
done for DistrIct A, but due to a staff oversight was f'lot dOl1.e
for DIstrict B, (EUClId Street between Brentwood Terrace and
Marguerlta). Therefore, the publIC hearIng for DIstrIct B can be
opened but must be contlnued untIl the CounCIl meetlng of October
1 , 1985 before the ResolutIon GOnfl,mlng the assessments for thIS
d1strlct can be adopted.
In accordance With the CIty'S current POlICY, the assessment
amount IS based on a per lineal foot cost. The following
percentages of costs to be assessed to commerCIal and res~dent~al
propertIes are In accordance WIth past practice:

The remainIng costs will be paId by the CIty.
The CIty WIll also pay 100% of the streetllghtlng costs of the
folloWIng:
1) Joslyn Park, cIty-owned park; and
2) The resIdentIal and social serVIce frontage on the
1500 block of EuclId. This was approved by the
CIty Council on August 14, 1984 at the tIme the
petitIons were submitted to form the dIstrIct
because thIS portIon IS CDBG elIgible but CDBG
funds were unavaIlable at that tIme.
Staff WIll prOVIde Rent Control wIth assessment amounts for each
property and theIr staff WIll work with landlords regardIng the
pass-through of costs to tenants.

The total cost to Install the streetlIghts IS $271,202. The
CIty'S portIon IS $150,888.38 and the p~operty owner's portIon IS
$120,313.62. Currently, $144,500 IS encumbered under Account
Nos. 01-770-453-000-902 and 01-770-453-000-903 WhICh were
encumbered to pay for the CIty'S estImated share of the proJect.
SIli.Ce the CIty WIll pay for the park and portIons of the 1500
block of Euclid, addItIonal funds I r, the amount of $6,388.38 are
reqUIred. SuffICIent funds remain In the above accounts to cover
these costs.
