Introduction
Th~s report requests that the Ci t Y Gouncll hold the Publ~c
Hearing whl.ch was cont~nued from the September 10. 1985 meeting
for the confirmation of the assessment of costs of street light
installatl.on on the above-named street.
Background
Resolutlon of lntentlon No. 6915 (GCS) was passed on September
11 , 1984, form~ ng the streetllght dlstrict on Euclid Street
between Brentwood Terrace and Marguerita (Dlstr~ct 15*) . Th~s
dlstrict was bld together with Franklln. Be r e ke 1 y , Stanford and
Prlnceton Streets between Santa Monica Boulevard and Colorado
Avenue, Twenty-fifth Street between PlCO Boulevard and Fe arl
Street; St rand Street from Slxth Street to L~ncoln 150 ul e va r d and
Eucl~d Street between Broadway and Colordo (Dlstrict A* ) as one
project and a contract was awarded by Councll on November 27,
1984. The streetll.ghts have been l.nstalled and are operatl.ng.
On August 13. 1985, the City Councl.l set a public hearing for
September 10. 1985, on the confl.rmation of assessment of costs
for District A and Distrl.ct B. Dlstrlct A was confirmed and
Dl.strict 15 was contl.nued to October 1 , 1985, due to a staff
oversl.ght ~n publish~ng the notice of publl.c hearing.

In accordance Wl.th the Cl.ty's current poll.cy, the assessment
amount 1S based on a per l~neal foot cost. The following
percentages of costs to be assessed to residential properties are
1n accordance with past practice:
Percent to be paid by property owner:
50% of front foot cost
20% of sl.de foot cost
The remal.n1ng costs wl.ll be pal.d by the Cl. t Y .
Staff will provide Rent Control wl.th assessment amounts for each
property and the i r staff w~ll work with landlords regardl.ng the
pass-through of costs to tenants.
Budget/Fl.nancl.al Analysis
The total cost to install the streetlights for both D1strl.ct was
$271,202. The Cl. t y I S portl.on l.8 $150,888.38 and the property
owner's port1on is $120,313.62. Currently, $144,500 1.S
encumbered under Account Nos. 01-770-453-000-902 and
01-770-453-000-903 whl.ch were encumbered to pay for the C1 t Y IS
estimated share of the proJect. Sl.nee the Cl.ty w1ll pay for the
park and portl.ons of the 1500 bloc k of Euc 1:1. d , additional funds
in the amount of $6,388.38 are required. Sufficient funds remal.n
in the above accounts to cover the s e costs.

protests.

WHEREAS, the CIty of Santa MonIca, pursuant to SectIon
5100 et seq. of th~ Streets and HIghways Code, commenced
proceedIngs to construct street 1Igntlng and appurtenant work on
EuclId Street between Brentwood Terrace and MarguerIta.
WHEREAS, the proceedIng IS mora fully descrIbed 1n the
ResolutIon of Intentlon adopted by the Clty CounCll on Septe;nber
11, 19a4, beIng ResolutIon Number 6915 (CCS ) : and
WHEREAS, the contract for the above descrlbed work has
been f'..llfllled to tne satIsfactIon of the 5uj?erlntendent of
Streets: and
WHEREAS, tne SuperIntendent of Streets nas maae an

benefited by the constructl.on of a hl.gh-pressure sod~um street
11ght~ng system and appurtenant work on Euclid Street between
Brentwood Terrace and Marsuerlta, all 1n the C1ty of Santa
Mon1ca, as more fully described 1n Resolutlon Number 6913 (CCS)
and thereln declared to be the property to be assessed to pay the
ex-pense of tne lm[)rO'lements, 15 approved and tne Clty Clerk 1.5
dlrected to execute the cert1f1.cate on the d1agram to the
Superlntendent of Streets.
SECTION 3. Tnat the assessment for the constructl.on of a
