Th~.s report requests that 'the CZty Counczl cont~nue the
discussion far tne above stre~tlight distr~ct.
Background
On January Z4, I986, City s~aff presented to th~ C~ty Council
streetlight petitions for the above streets. Eaci~ p~tition
contained 60~ or mare of thz signatures of residents in favor of
installing streetlights. I`ne Council accepted ~he petitions and
a public hearing was set for Febr~ary 1~., 1986. A~lotice ot
Public Hearing was sent to property owners and posted on
multi-family bu~~dings.
Several pratests were received from resrdents of 22nd Street
1~etween Pico and Pear1 and E'rankl~n Street bet~aeen Lipton anc3 the
t~ortherly City Lim~ts (a se~arate petition was subm~.tted for
Frankl~.n between wilshire and Lipton). The City Council opened
the publzc hear2ng, acknawled~ed the protests and close~ tk~e
public hearinc~. Staff was asked to meet with the r~sid~nts to
discuss the pro~ect in detail and return on Februa~y 25, 1986,

with recommzndations before t~e Council adopted the r~solution
order ir~g the pro3 ec t to proceed .
22nd Street
A meeting was held on ~`ebruary 20, 1986. at 7:00 p.m. Sixteen
r~sidents attended tne meet~ng. Three new protests were
presented and one new signature was obtained on tne petition. In
response to conc~rns abaat the street].~.ghts confl~ctzng with the
trees, staff recamm~nded that 18-foot poles with 4-foot arms be
used instead of 22-foot poles w~.th 5-foat arms. There was
favorabl~ consensus af those present on th~.s recommenc3atian. The
original petition zs being recircUlated to obtain more s~gnatures
~n favor of the l~ghts, how~ver, a caunter petitzon also is being
c~.rculated. It appears there ~s more than 60$ in favor of this
proJect. Tnose agair~st appear to be oppased based on the costs
to be assessed.
Franklin and Prznceton Streets
At tine publ~c hearing on February 11, 1985. a coun~er petition
was submitted to City Counc~l. Ten o~ the original signers
wzshed to have tneir names r2moved from the petition ~rnlch
resulted in approximately 45~ percent ma~oraty in favor of
streetlights. Also, the petition ~s b~ing recirculated to
obtain more signatur2s. Staff will meet with residents from
Franklin Street on February 24, 1986, to answer questions.
T3~e s~x Prznce~.on residents who protested the streetlights also
have been invited to the m~eting on February 24. Tn~s~ residents

have always oppose3 the pro~ect, tnerefore, their protes~s have
no~ reduced the 68~ ~n favar of the street3ignts.
Recommendations
Staff will present recammendations at the Council ~eet~ng based
on tne results af the petitioning.

Th~ough the State of Cal~fornza Improvemen~ Act of 1911, it is
poss~ble €or a ma~orzty of the property owners of a neighborhood
to ontain ~mprovements such as street lighting. T~e Act prov~des
that the costs o€ the improvements such as survey~ng, preparing
plans, cons'truct~on costs, preparing Council resolut~.ons,
adv2rtis~.ng, ~nspection and preparing the assessmen~. anc3 bands
may be assessed to the property owner.
The C~.ty Council`s past policy was to initiate a s~reet ~~gh~ing
district if 60$ of the proper~y owners petitioned for str~et -
l~.ghts. Under new procedures adopted by the City Council and the
Rent Contr~l Saard, tenants also may pe~ition for street lights.
In this instance, ti~e petition must be signed by 60$ of the
res~dents ~n a street ligt~ting district.
Th~ City Council presently assesses property owners one-ha].f the
cost of installing the str~~~ lighting. The City pays ~h~
remainder of the cost. In addition, the City presently pays ali
ma~.n~~nance costs and th~ cost of tne ener~y to light the street
lights. By ac~ion of the City Council and Rent Control Board,
when tenants circulate the petition, t~ie pro~erty owner may pas~
through the cost to the tenants over a 10 year period witn each
unit on a pro~erty paying the same cost. In most ~nstances,
monthly char~es will be less than $2.00 per apartment unit.

2. By Installment Paymen~s. Payments may be made in 10
annual insta~lments plus interest which is b~Iled semi-
annually. Th~ unpaid balance may be paid at any time an
in~.er~st paym~n~ is du~.

tenants is available. Ta quali.fy for assistance, a short
application form must be compl~ted after the street lights are
