SUBJECT: Recommendation to Set Public Hearing for April 28,
1987, to Confirm Assessments for Replacing streetlight
system on La Mesa Drive
Introduction
This report recommends that the City council set a public hearing
for April 28, 1987, to confirm assessments for replacing the
streetlight system on La Mesa Drive.
Background
On April 23, 1985, the city Council approved replacing the
deteriorated streetlight system on La Mesa Drive and assessing
property owners for a portion of the cost. A public hearing was
held on May 28, 1985, and Council ordered the work to be done.
The work is complete and assessments are due. In accordance with
state law, a public hearing must be held to confirm the
assessments. The attached resolution sets the public hearing for
April 28, 1987. A Notice of Public Hearing with the amount of
assessment will be sent to each property owner 15 days in
advance. Also, the notice will be published in the Evening
Outlook for two consecutive days 15 days in advance of the public
hearing.

Budget/Financial Impact
The total cost of the project is $221,700. The city's share has
been enc~~bered at Account Nos. 01-770-453-000-903 and
01-770-453-000-904 in the amount of $132,704. The city's cost is
$115,236 and $106,464 will be assessed to property owners.
Unused funds will be unencumbered and used for other streetlight
projects.
A detailed assessment report will be presented at the public
hearing.
Recommendation
It is recommended that the City council adopt the attached
resolution setting a public hearing for April 28, 1987, to
confirm assessments for replacing the streetlight system on La
Mesa Drive.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA SETTING PUBLIC HEARING FOR ANY
PROTESTS OR OBJECTIONS TO THE CONFIRMATION OF
ASSESSMENTS FOR STREET LIGHTING ON LA MESA
DRIVE IN THE CITY OF SANTA MONICA
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. The Superintendent of Streets will file a
report of work pursuant to Section 5882 of the streets and
Highways Code of the state of California, relating to the
replacement of the streetlight system on La Mesa Drive.
SECTION 2. Pursuant to Sections 5870 eta seq. of said
Code, the city Council does hereby order and declare that on the
28th day of April, 1987, in the Council Chambers of city Hall, it
will hear and pass upon any and all objections or protests to the
report of work of the Superintendent of streets, and the amount
of the assessment levied against the real property in said
report.
SECTION 3. All protests or objections must be in
writing and filed with the City Clerk on or before the time set
for hearing of protests and objections.
SECTION 4. The city Clerk is hereby directed to mail
notices, in the manner and form prescribed by law, of the
adoption of this Resolution to all persons owning real property
in the hereinbefore described assessment district whose names and

addresses appear on the last equalized assessment roll for the

City taxes or as known to the City Clerk. A Notice of Assessment
shall also be published in the Evening Outlook for two
consecutive days fifteen days prior to the public hearing.
SECTION 5. That the City Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.

NOTICE OF FILING OF ASSESSMENT
AND TIME OF PUBLIC HEARING THEREON
RE: Streetlight Installation on La Mesa
Pursuant to the Improvement Act of 1911 of the California streets
and Hiqhways Code, this letter is notification that the City
Council, pursuant to Resolution of Intention No. 7006 (CCS)
adopted April 23, 1985, has scheduled a hearing to hear and pass
upon the report of the Superintendent of Streets of the cost of
the installation, in connection with the above described project,
together with any objections and protests, if any, which may be
raised by any property owner liable to be assessed for the cost
of such streetlight installation and any other interested
persons.
The hearing will be held as follows:

TIME: 7:30 P.M.
Any protests or objections must be in writing and must be filed
with the City Clerk on or before the time set for the public
hearing.
Upon confirmation of the report of the superintendent of streets,
as provided for in the Improvement Act of 1911 of the California
streets and Highways Code, the cost of the streetlight
installation will be assessed against your property, and you will
be notified of the manner of payment. Please contact Jean

district, you assessment or these proceedings.
The City will provide financial assistance for low-to-moderate .
income persons. If your income is less than $16,900 for a family
of one person, $19,300 for two persons, $21,750 for three persons
or $21,150 for four persons, call Rey Espana at 458-8701 for
information on this program.
