(Only commerCIal propertIes WIll be assessed. CDBG funds
WIll be used to pay costs of residentIal propertIes as

On August 14, 1984, staff presented street lIght petI tlons, WI th
the exceptIon of EuclId Street, WIth the reqUISIte number of
reSIdents I SIgnatures to the Clty CounCIl. Euclid Street between
Broadway and Colorado was InitIated by CounCIl actIon and WIll be
funded as descrIbed above. The petItIons had been approved by
the Rent Centrol Board staff. The CIty Councll adopted
ResolutIon No. 6898 (CGS) settIng public hearIng fer the purpose
of determInIng whether publIC convenIence and neceSSIty require

Part of this assessment distr1ct, Centinela Avenue T borders the
C1ty of Los Angeles. Along two blocks of Cent1nela Avenue, the
City boundary 11ne 1S between the sldewalk and the property lIne.
Streetlights l.0 these two blocks of parkway wl.ll be located 10
the parkway whl.ch l.S in the Cl.ty of Los Angeles.
Staff l.S worklng wlth C1ty of Los Angeles staff to ensure that
street llghts are l.n stalled. However, negotl.atlons are net
complete at thlS tlme. Clty of Los Angeles englneerl.ng staff
Wl.ll be lead department for desl.gn and l.nstallatlon and
l.nSpectlon of the 11ghts. They requlre that llghts be installed
on beth sld es of Centlnela and that 60% of the property owners

Recommendation
It 1S recommended that the Clty Councll

2. Close the publ1C hearIng and acknowledge any protests; and
3. Adopt the attached resolutIon flnd1ng that the publlC

the City of Santa Monica and described 1n the Resolution of
IntentIon:

WHEREASt sa1d improvement has been considered fully,
NOW, THEREFOREt THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The public 1nterest and convenIence require,
and the City Counc1l of the City of Santa MonIca hereby orders,
the work descr1bed 1n said Resolution of Intention to be done on
the follow1ng streets wIth1n the CIty of Santa MonIca:
1. Twenty-fIfth Street between Pico and Pearl;
2. Strand between Slxth and Lincoln Boulevard;
3 . PrInceton between Santa MonIca Boulevard and
Colorado Avenue;
4. Stanford, Berkeley, and Franklin, all between Santa
Mon1ca Boulevard and Colorado Avenue; and

Any and all of saId protests and objectIons of every
kind and nature to the proposed work or to the extent of the

SECTION 2. The C~ty CounCIl hereby finds and determInes
further that the "Special Assessment InvestIgatIon, L1mitatIon
and MajorIty Protest Act of 1931" shall not apply to the makIng
of said Improvement.

the Improvement Act of 1911, WhICh is DIviSIon 7 of the Streets
and HIghways Code of the State of CalifornIa, and the Street
SuperIntendent and the CIty Attorney presented to the said CIty
Council the ResolutIon of IntentIon requIred by said Improvement
Act to InItiate the proceedIngs for saId Improvement.
SECTION 4. The CIty Clerk hereby 15 dIrected to post a
notIce for five days on or near the door of the Council Chambers
of the CIty Hall InVIting sealed proposals or bIds for dOIng the
work ordered and referrIng to the speCIfIcations on fIle and to
publiSh a notIce InVItIng such proposals for two days In the
Evening OutlOOk, a newspaper publIShed and CIrculated 1.n said
CIty.
SECTION 5. Reference hereby IS made to saId ResolutIon
of Intention for a descrIption of the work, the assessment
distrIct, the bonds to be issued and for further partIculars.
SECTION 6. The City Clerk shall certIfy to the adoption
of this Resolution, and thenceforth and thereafter the same shall
be in full force and effect.

thereof shall be assessed upon a distr1ct.
A publ1C hearing regardlng the proposed improvement wll1 be held at 7:30 P.M.,
September II, 1984, in the Councll Chambers, City Hall, 1685 Maln Street, Santa
Monic~. All protests regardlng this matter must be flled in wrlt1ng in the
Offlce of the Clty Clerk before sald t1me~ and all protests so f11ed will be
consldered by the Clty Council at that tlme. Each protest must contain a des-
cription of the property ln which each slgner thereof 1S lnterested.
The total project cost is estimated to be approximately $380~OOO. The amount
to be assessed upon the dlstrict for thlS lmprovement lS approxlmately $190,000.

INFORMATION SHEET FOR PASS-THROUGH OF COSTS
Through the State of Callfornla Improvement Act of 1911 , lt lS
poss1ble for a maJorlty of the property owners of a nelghborhood
to obtain improvements such as street light1ng. The C1ty
Counc11's past POllCY was to ln1t1ate a street Ilght1ng dlstrlct
lf 60$ of the property owners petltloned for street 11ghts.
Under new procedures adopted by the Clty Councll and the Rent
Control Board, tenants also may petition for street Ilghts. In
this lnstance, the petltlon must be signed by 60% of the
res1dents 1n a street llght1ng distrlct. Street 11ght petitlons
have been rece1ved for the areas listed on the attached letter.
The C1ty Councll wlll assess residential property owners one-half
the cost of lnstalllng the street llghtlng. The C1ty wlll pay
the remalnder of the cost. In addItlon, the Clty presently pays
all malntenance costs and the cost of the energy to 11ght the
street lights. By actlon of the CIty Council and Rent Control
Board, lf appropriate, the property owner will automatlcally be
able to pass through the cost to the tenants over a 10 year
period wlth each unit on a property paylng the same cost. In most
Instances, monthly charges w11l be less than $2.00 per apartment
unlt and less than $5.00, for a slngle famlly house. THERE IS NO
CHARGE TO EITHER PROPERTY OWNERS OR TENANTS UNTIL THE STREET
LIGHTS ARE INSTALLED AND WORKING.
The Improvement Act provides that the property owner may pay the
assessment:
1. By Cash. Cash payments may be made within 30 days after
the assessment lS conflrmed. After 30 days, cash
payments may still be made but interest must be charged.
OR
2. By Installment Payments. Payments may be made 1n 10
annual installments plus lnterest WhlCh is bIlled semI-
annually. The unpald balance may be pald at any tlme an
lnterest payment lS due. (Interest also may be passed
through to tenants.)
F1nanc1al aid for low-to-moderate income property owners and
tenants lS ava1lable. To qualify for assistance, a short
application form must be completed after the street lights are
installed. For further informatlon, contact the Offlce of
Communlty and Economlc Services at 458-8701.

WHEREAS, said improvement has been considered fully,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
:OlnCA DOES RESOLVE AS FOLLOWS:
SECTION 1. The public Interest and convenience reqUIre,
nd the City Council of the City of Santa MonIca hereby orders,
~~e work descrIbed in said Resolution of Intention to be done on
:":1e followIng streets within the City of Santa Monlca:
1 . Twenty-fifth Street between PICO and Pearl;
2. Strand between SIxth and Lincoln Boulevard;
3. PrInceton between Santa Monica Bouleyard and
Colorado Avenue;
4. Stanford, Berkeley, and Franklin, all between Santa
Monica Boulevard and Colorado Avenue; and
5. Commercial use properties on Euclid Street between
Broadway and Colorado Avenue.
Any and all of said protests and obJections of every
nnd and nature to the proposed work or to the extent of the

SECTION 2. The City CouncIl hereby finds and determines
