Staff proposes to form an assessment dlSt~"'lct u'1der the pY"QvIsions of the Improvement Act of 1911, DIViSIO'1 7 of the Streets and HIghways Code of the State of CalIfornIa. ThIS IS the same procedure that the CIty follows when formIng new streetlIght distrIcts a'1d allows property owners to pay for the cost of their assessment over a ten-year perIod by ISSUIng bonds. La Mesa Drive currently has special architecturally significant post top streetlIghts WhICh staff recomme~ds to replace lrl kind SI'1Ce the overgrowth of the very large trees would block out the lIght from the taller sta'1dard streetlIghts. The cost of lCistalllng specIal post top streetlIghts IS more expensive tha~ sta"da~"'d streetlIghts (such as those currently bei~g l~stalled 1'1 other areas of the CIty). Oth er reaso~s for extra expense l~ thIS prOject are: 1) the maSSIve root system of the trees o~ La Mesa prevents Installatior, of condUIt In the parkway a~d makes It necessary to dIg trenches In the street and subsequently resurface the street, and 2) the unIt cost of post top streetlIghts is more expenSIve tha:l the unIt cost of a standard streetlIght. ThIS work IS beIng do~e In conJunctIon WIth a Southern CalIfornIa EdIson prOject prOVidIng new electrIcal se....vIce to thIS area. The street llghti~g and ~ew EdIson serVIce will share the same tre'1ch. ThIS WIll Y"esult In lower costs to the CIty a'1d lower assessrne'1ts to the property owners. PaYI1'Je~ts WIll extend over a 10year perIod. A letter to La Mesa ow~ers (attached) was sent on Apr1l 8, 1985, explaInIng the need for replacIng the system and the proposed assessment. Budget/Fl~anc1al Impact The CI ty El'J.gIneer's estImate for the proJect IS $155,000 (l~cludlng engineering al'J.d cO:1tingencles). The CIty'S share IS approx1mately $64,000, one-half of the cost of replacIng a standard streetlIght system. ApproprIatIon authorIty for FY1984-85 IS avaIlable In the amount of $91 ,080 lrl Account No. 01-770-453-000-904. The rema1:1ing $91,000 WIll be shared among the res1dents on La Mesa. In a study completed In February, 1984, CIty staff recommended replacement of deterIorated streetlight systems on several streets In the CIty. La Mesa Dnve was determmed to be In the worst condItIOn, based on the number of repairs made and number of repaIrs antICipated for mamtenance of the system. As you are probably aware, It sometImes takes several days to hnd the problem In the CirCUIt and · restore the lightmg to your area. In addItIon to the CirCUIts, the detenorated poles are proposed to be replaced. SpeCial post top lIghts, SImIlar to those already on your street, are proposed to be Installed at the same locatIOns and same heIght to preserve the aesthetICs of the neIghborhood. In addItIon. In accordance WIth a property owner requestr one new light IS proposed to be added on 24th Street between La Mesa and San VICente. In accordance with CIty polley of more than twenty yearsr the CIty assesses property owners for 50% of the cost of constructmg or replacmg ltghtmg systems smce It IS a dIrect benefit to the property owners. For an average 11 D-foot lot, the trOposed assessment on thIS project IS approxImately $1,400. based on 12.75 per lineal front foot. ~ If your property IS a corner property an addltlOnal $2.55 per sIde foot will be assessed. Bonds will be Issued allowmg the property owner to pay for the assessment over a ten-year perlOd. The CIty CouncIl will be asked to set a publ1c heanng for thIS project to hear protests. ThIS pubhc hearing should be m \'ay. You WIll be mformed of the hearmg date by mall If the Council deCIdes to proceed. It IS not necessary to do anythmg at thIS time; thIS letter IS for mformatIOn.
