Replacement on La Mesa DrIve
Introduction
ThIS report requests that the CIty CouncIl hold a public hearIng
to determIne the convenIence and necessIty of replacIng the
streetlIght system and to order the work done on La Mesa DrIve.
Backg-round
The Capital Infrastructure Needs Assessment study completed In
February of 1984 and presented to CIty Council recommended that
deteriorated and energY-IneffIcIent streetlIght circuIts be
replaced at varIOUS locatIons tnroughout the CIty. Several
streets needIng cIrcuit and pOle replacement were Identified In
the study, and of those streets staff has determIned that La Mesa
DrIve's streetlIght system ~s In the worst conditIon, followed by
AdelaIde DrIve. ThIS determInatIon was based on the number of
repaIrs made and number of repaIrs antIcIpated to maintaIn the
already deterIorated CIrcuIt. Staff proposes to complete La Mesa
DrIve tnls year and AdelaIde DrIve In FY 1985-86.
It was also recommended that the CIty assess the property owners
for 50% of the cost of replaCIng the CIrcuIts. Staff proposes to
form an assessment dIstrIct under the proviSIons of the
Improvement Act of 1911, DIVISIon 7 of the Streets and HIghways
Code of the State of CalIfornIa. ThIS IS the same procedure that
the CIty folloYls when formIng new streetlIght dIstrIcts and

allows property owners to pay for the cost of thelr assessment
over a ten-year perlod.
La Mesa Drlve currently has speclal archltecturally sign1.f1.cant
post top streetlights wh1.ch staff recommends to replace 1.n klnd
Slnce tne overgrowth of the very large trees would block out the
l1.ght from the taller, standard streetllghts. The cost of
l.nstalllng spec1.al post top streetlIghts 1S more expenslve than
standard streetl1.ghts (such as those currently being Installed 1.n
other areas of the Cl ty) . Other reasons for extra expense ln
th 1. S proJect are: 1) the maSSlve root system of the trees on La
Mesa prevents Installing condults In the parkway and makes lt
necessary to dlg trenches In the street and subsequently
resurface the street, and 2 ) the unlt cost of post top
streetllghts is more expenslve than the unlt cost of standard
streetlIghts. 'rhlS work 1S belng done 10 conJunctlon wlth
Southern Callforn1a Edlson proJect provlding new electrlcal
serVlce to this area. The street llghtlng and new Edlson
serVlce wlll share the same trench. ThlS wlll result In lower
costs to the Clty and lower assessments to the property owners.
The proposed assessment wlll be approxImately $1400 per
resldence, based on an average lID-foot lot. (A standard
streetl1.ght lnstallatlon would cost approxl.mately $1000 per 110
foot lot) . Payments wl11 extend over a ten-year perlod. A
letter to La Mesa owners (attached) was sent on April 8, 1985,
explalnlng the need for replac~ng the system and the proposed
assessment.

On AprIl 23, 1985, the CIty Council adopted ResolutIon of
IntentIon 7006 {CCS) settIng a public hearIng for the purpose of
determInIng whether publIC convenience and necessIty requIre the
replacement of the streetlIght system and declarIng Its intentIon
to replace the streetlIght system and appurtenant worK on La Mesa
DrIve.
The resolut~on set a publIC hearing for May 28, 1985, at WhICh
tIme any Interested party may address the proposed work or
improvement. Notices of PllbllC HearIng were mal.led to each
property owner and posted on each property on May 13, 1985, In
the manner prescrIbed by State law.
Staff has receIved communIcatIon from approxImately five La Mesa
reSIdents ~n response to the letter of AprIl 8, 1985, and the
NotIce of PublIC Hear~ng of May 13, 1985. These reSIdents claIm
they have never perceIved a problem WIth the streetlIghts and
have IndIcated that they wIll protest toe proposed replacement
proJect.
BUdget/flnanclal Impact
The CIty Englneerls estImate for the project IS $155,000
(IncludIng engIneerIng and contIngencIes). 'rhe CIty WIll lImIt
Its share to one-half of the cost of replaCIng a standard
streetlight system, WhICh IS approximately $64,000.
Appropriation authorIty for FY1984-85 15 avaIlable In the amount
of $91,080 In Account No. 01-770-453-000-904.

In add1tlOn to the CIrCUitS, the deterlOrated poles are proposed to be
replaced. SpeC1al post top lIghts, SimIlar to those already on your
street, are proposed to be Installed at the same locatlOns and same
heIght to preserve the aes thetlcs of the neighborhood. In addItIOn, 10
accordance WIth a property owner request, one new l1ght is proposed to
be added on 24th Street between La Mesa and San VlCente.
In accordance wnh CITy polley of more than twenty years, the City
assesses proDerty owners for 50% of the cost of constructing or
replacmg Jlghtmg systems smce l! IS a dIrect benef]t to the property
owners. For an average 110-foot lot, the proposed assessment on thiS
project IS approximately $1.400, based on $12.75 per lineal front foot.
If your property is a corner property an additiOnal $2.55 per Side foot
wIll be assessed. Bonds wIll be Issued aliowrng the property owner to
pay for the assessment over a ten-year perIod. The CIty Council WIll

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA FINDING THE PUBLIC CONVENIENCE AND NECESSITY

REQUIRE THE REPLACEHENT OF THE STREETLIGHT SYSTEM AND
ORDERING WORK ON LA HESA WITHIN THE CITY OF SANTA
MONICA, IN ACCORDANCE WITH RESOLUTION OF INTENTION 7006
(CITY COUNCIL SERIES)
WHEREAS, the City CounCIl of the City of Santa MonIca,
on the 23rd day of AprIl, 1985, passed and adopted Its Resolution
of Intention, being Resoution No. 7006 (CCS) , declaring its
Intention to order the work descrIbed thereIn to be done, which
saId ResolutIon of Intention duly and legally was published as
reqUIred by law and notIce of s2id improvement has been given in
the manner reqUIred by law and all wrItten obJectIons and
protests to the proposed work or the extent of the dIstrIct to be
assessed were heard and consIdered by the CIty COUDCIl; and
WHEREAS, a pUblIC hearIng has been held duly and
regularly pursuant to ResolutIon 7006 (CCS) and the laws and
ConstItutIon of the State of CalIfornia on the proposed
replacement of the streetlight system and appurtenant wo r 1<
thereto, as descrIbed in the ResolutIol1 of IntentIon No. 7006
(eCS), on La Mesa DrIve.
WHEREAS, saId Improvement has been consIdered fully,
N 0\'/ , THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The publIC Interest and convenIence requIre,
and the City CounCIl of the CIty of Santa Morn ca hereby orders,

La Mesa DrIve.
Any and all of saId protests and objectIons of every
kInd and nature to the proposed work or to the extent of the
distrIct to be assessed be the same hereby are overruled and
denIed.
SECTION 2. The CIty CouncIl hereby finds and determines
further that the "SpecIal Assessment InvestIgatIon, LimItatIon
and MaJority Protest Act of 1931" shall not apply to the makIng
of said improvement.
SECTION 3. The Improvements shall be conducted under
the Improvement Act of 1911, which IS DIVISIon 7 of the Streets
and HIghways Code of the State of CalIfornIa, and the Street
SuperIntendent and the CIty Attor:'iey presented to the said CIty
CounCIl the ResolutIon of IntentIon requ H"ed by said Improvement
Act to InItiate the proceedIngs for saId Improvement.
SECTION 4 . The CIty Clerk hereby IS dIrected to post a
notice for fIve days on or near the door of the CounCIl Chambers
of the CIty Hall il1Vltlng sealed proposals or bIds for dOIng the
work ordered and referrIng to Ple speCIfIcatIons on fIle and to
pUblISh a notice InVItIng such proposals for two days In the
Evening Outlook, a newspaper publIshed and CIrculated In saId
CIty.

Dear City Council of Santa Monical
My husband, Dr. William R. Micka, and I wish to pro-
test against Resolution 17006 (CCS) , passed by the
City Council on April 23, 1985, to replace the
street lights, etc. on La Mesa Drive at a cost of
approximately $155,000.
We feel that this cost is exhorbitant. My husband,
an~ engineer, talked to the engineer in charge of
the project. and was assured that the street lights
needed to be replaced. However. he did not make it
clear that the present lights are beyond repair. It
certai~ly did sound as though something needed to
be done, however.
We should like to respectfully request thatt 1. the
present street lights be repaired (which would cost
much less), or, if that is not possible, 2. that
the present street lights be replaced by inexpensive
but graceful concrete structures which are being
used throughout Santa Monica.
The cost of $155,000, as adopted in Resolution 17006
(CCS), seems far too much. It is a hardship on
those of us who have retired, we senior citizens,
and others who own a wide footage on La Mesa.

Dear Ms. Stanley:
As I indicated to you yesterday, Mrs. Leisure and I are opposed
to the placement of a new light on 24th Street between La Mesa
D-rive and San Vicente Boulevard. It is our view that. the double
ligh~s' on the northeast and northwest corner of 24th and San
- Vicente, plus the double lights on La Mesa where 24th deadends,
have provided adequate illumination during the thirty years we
have resided at 2406 La Mesa Drive.
r have discussed the proposed new light with my neighbor, Mr.
Richard Bernard of 2402 La Mesa Drive who recommended it, and
we are in agreement that if the City accepts his proposal for
a new light on 24th, it will be placed in the pa-rkway on his
side of the street (the west side of 24th) rather than on our .
side.
r trust this agreement will he satisfactory to the City of
Santa Honica. If it is not, I would appreciate being so advised
, , so that I might make my feelings known at the public hearing.
