IntroductIon
ThIS report recommends that the CIty CounCIl accept petItIons for
Berkeley and 14th Streets between Santa MonIca and WIlshIre
Boulevards, Hill Street between 23rd and 25th Streets, 26th
Street from PICa Boulevard to Pearl Str eet , and CalifornIa Avenue
between 18th and 20th Streets. It also recommends adopt u:g a
ResolutIon to notIfy reSIdents of the request for streetllghtlr.g,
set a publIC hearing, and declare the City'S IntentIon to assess
property owners for costs and Issue bonds as securIty for unpaId
assesmer..ts for the above streets.

At the request of reSidents and a communIty group, street 11 gh t
petltlor.S were prepared by City staff for the above blocks. The
petitIons were Circulated and completed street lIght petitIons
were returned. They have been reViewed by City st aff and are lr.
accordance With the City'S mInImum reqUIred number of SIgnatures
(60% of the total reSidentIal un ItS) . Rent Control staff has
also reViewed the petlt.lons for conformance to their regulatIons.

In Account Nos. 01-770-453-000-902 and 01-770-453-000-903 for the
City's share of street lIght InstallatIon. A preliminary
estImate of the total cost of the street light project IS
$230,210, With the City'S share estImated at $115,105.

SECTION 2. The total estlmated cost of tne proposed

SECTION 5. The Clty will pay a port10n of the cost and
expenses of tne war k descrlbed here~n, and tne C~ty Controller 15
authorlzed and dlrected to pay the same 1mmed1ately upon
conflrmat1on of the assessment by the Clty Councll.
SECrION 6. Serlal bonds bearlng lnterest at the rate of
12% per annum shall be lssued to represent each assessment of
$150.00 or more remalo1ng unpald for 30 days after the recordlng
of the warrant. Sa1d serlal bonds snaIl ex tend over a perlod
endlng nlne years from the second day of January next succeedlng
tne next September 1st followlng the 1 r date. Payments on tne
pr1ncipal of unpald assessments and lnterest snaIl be made OJ
property owners to th.? Clty Treasurer and tne saine shall be
dlsbursed bi n~in or as provided In the IIImprovement Act ot 1911"
herelnafter referred to. In accordance wlth Streets and Hlgnways
Code Section 6442, the f1rst two percent dellnquency penal :.y

addresses appear on the last equalized assessment roll for the
City taxes or as known to the City Clerk.
SECTION 10. The City Clerk hereby is directed to

publish this resolution in the Evening Outlook on two successive
dates, the first publication is to 'be made not less than 15 days
prior to the date of the above public hearing.
SECTION 11. Pursuant to Public Contract Code Section
20433, the Ci ty Council hereby states that the property owners
may not contract for the improvements and that the City shall be
responsible for letting and administering the construction
contract for this district.
SECTION 12. The City hereby declares that Co'mmun i ty
Development Block Grant funds may be applied for payment of
assessments on property owned or resided in by low to moderate
income households.
SECTION 13. The City Clerk shall certify to the
adoption of this resolution and thereafter the same shall be in
full force and effect.
