Introduction
ThIS report requests that the CIty CouncIl hold a Public HearIng
for the conflrmatlon of the assessment of costs of street lIght
installation on the above-named streets.

On August 14, 1984, Resolutl.on of IntentIon Now 6898 (CCS) was
passed by CounCll forming the streetllght dlstrict for FranklIn,
Ber keley, Stanford and Pr lnceton Streets between Santa Monlca
Boulevard and Colorado Avenue ~ Twenty-fI fth Street between P1CO
Boulevard and Pear-l Street; Strand Street from Sixth Street to
Lincoln Boulevard; and EuclId Street from Broadway to Colorado
Avenue.
ResolutIon of IntentIon No y 6915 (CCS) was passed on
September 11, 19d4, form~ng the streetlIght distr lCt on EuclId
Street between Brentwood Terrace and Marguer~ta.
These two
d~str~cts were b~d as one proJect and a contract was awarded by
CounCil on November 27, 1984.

On August 13, 1985, the CIty Councll set a publIC hearln3 for
September 10, 1985, on the assessment of costs of the above-named

Approprlatlon authorlty for FY 1984-85 1S available in the amount
of $398,000 for the City'S share of the street light ipstallation
cest in Capital Projects Account Nos. 01-770-453-000-902 and
01-770-453-000-903. A preliminary est1mate of the total cost of
th1S street lighting proJect 15 $380,000 wlth the City'S share of
the cost belng $190,000.
Recommendation
It 1S recommended that the City Council
1. Open the publlC hearing on the convenience and necessity
and the Resolution of Intention;
2. Close the publlC hearing and acknowledge any protests; and
3. Adept the attached resolution finding

City's portIon 15 ~150,888v38 and the property owner's portlon 1S
$120,313.62.
Currently, $144,500 15 encumbered under Account
Nos.

which
were
encumbered to pay for the CIty'S estImated share of the proJect.
Since the Cl ty wIll pay for the par k and portIons of the 1500
block of Eucl1d, addlt10nal funds 10 the amount of $6,388.38 are
required. SuffICIent funds remaIn In the above accounts to cover
these costs.
RecommendatIon
It IS recommended that the CIty CounCIL:
1. Open the publIC hearIng;
2. Close the PUblic hearlng and acknowledge any
protests;
3. Adopt the attached ResolutIons confIrmIng the

WHEREAS, the CIty of Santa Monlca, pursuant to SectIon
5100 et seq. of the Streets and HIghways Code, commenced
proceedIngs to construct street lIghtIng and appurtenant work on
EuclId Street between BrentwQod Terrace and Marguerlta~
WHEREAS, the \proceedlng IS more fully deser 1hed In the
ResolutIon of IntentIop adopted by the CIty CouncIl on September

11, 1984, beIng Resolut\on Number 6915 (CCS); and

WHEREAS, the cont:'.,ract for the above descrIbed work has

SECTION Iv That all OO)ectlons, appeals, and protests of

SECTION 2v That the dIagram of property affected and
benefIted by the constructIon of a high-pressure sodIum street
lIghtIng system and appurtenant work on Euelld Street between
Brentwood Terrace and MarguerIta, all 1n the CIty of Santa
MonIca, as more fully descrIbed 1n ResolutIon Number 6915 (CCS)
and thereln declared to be the property to be assessed to pay the
expense of the l.mprovements, IS approved and the City Clerk is
dIrected to execute the certif1cate on the d1agram to the
Superlntendent of Streetsv
SECTION 3w Tnat the assessment for the constructIon of a
hIgh-pressure sod~um street lIghting system and appurtenant work
on Euclid Street between Brentwood Terrace and Marguerita, as
more fully descr1bed in Resolut10n Number 6915 (CCS), be the same
hereby 15 confirmed and approvedw
SECTION 4v Tnat the Superlntendent of Streets shall
forthwith attach a warrant to said assessment bearIng the date of

SECTION 5. The assessment roll, warrant and d1agram shall
be recorded In the Off1ce of the Superintendent of Streets, and
~mmedl.ately thereafter the C1ty Clerk shall f11e a copy of the
assessment d1agram 1n the Off1ce of County Recorder, and
thereafter shall record In saId Office of the County Recorder, a
Notl.ce of Assessment, all Ln the manner and form as prescrlbed by
Sectlon 3114 of the Streets and Hl.ghways Code of the State of
Callfornla.
SECTION 6.
The Clty Clerk shall certlfy to the
adoptl.on of thlS Resolution, thenceforth and thereafter the same
shall be in full force and effect.
