Introductlon
ThlS report requests that the Clty Council set a public hearlng
for December 10, 1985, for the conflrmatlon of assessments for
the resufaclng of Ozone Place North between Lincoln Boulevard and
Hlghland Avenue.
Background
In March of 1985 staff was approached by resldents whose property
lS adJacent to Ozone Place North (the alley between Ozone Street
and Navy Street from Llncoln Boulevard to Hlghland Avenue)
regardlng
resurfaclng
the badly deter iorated
alley.
They
complalned that a recent gas company proJect added to the
problem.
Staff worked wlth the resldents and the Southern
Callfornla Gas company to resolve tne sltuatlon. The Gas Company
contrlbuted $3,500 towards the resurfaclng of the alley. An
assessment dlstr l.ct was proposed to be formed to pay for the
remalnlng cost of the work. Property owners were glven a chOlce
of the type of pavement used to resurface thelr alley.
After
several nelghborhood meetl.ngs, the resldents chose to resurface
the alley wlth 1-1/2" of asphalt for an approXlmate cost of $100

per 25-foot lot rather than to reconstruct the alley at a h1gher
cost. The total cost of the proJect was est1mated at $12,000.
A publ1C hear 1ng was held on July 23, 1985.
No protests were
receIved and the Counc1l adopted a resolutIon to proceed w1th the
work. The proJect is complete and assessments are now due.

The actual cost of the proJect is $11,360 and approprIation

Since the Gas Company contr ibuted $ 3,500,
$7,860 w1ll be assessed to the property owners.
An average
25-foot lot wIll be $89.25, WhICh IS less than the $100
orIginally proJected. Assessments collected WIll be deposIted 1n
Revenue Account No. 01-906-124-000-000.
Recommendation
It 1S recommended that the City CounC1l set a PublIC HearIng for
December 10, 1985, for the confIrmatIon of assessments for the
resurfaclng of Ozone Place North between Lincoln Boulevard and
HIghland Avenue.

OF SANTA MONICA SET'rING A DATE TO HEAR ANY
PROTESTS OR OBJECTIONS TO THE CONFIRMATION OF
ASSESSMENTS FOR THE RESURFACING OF OZONE PLACE
NORTH BETW'EE~ LINCOLN BOULEVARD AND HIGHLAND
AVENUE.
THE CITY COUNCIL OF THE CITY OF SANrA MONICA DOES
RESOLVE AS FOLLOWS:
SECT ION 1.
rhe Super In tendent of Streets wlll flle a
report of work pursuant to Se~tion 5882 of the Streets and
Hlghways Code of the State of Cal1fornla relating to the
resurfacIng of Ozone Place North between Lincoln Boulevard and
Hlgnland Allenue.
SECTION 2.
Pursuant to Sectlon 5870 et seq. of sald
code, the Clty Councll does hereby order and declare that on the
10th of December, 1985, at 7:30 p.m., ln the Counell Chambers of
the Cl ty Hall, 1 t wlll hear and pass upon the report by the
Super: In tendent: of Str eets, of tne cos t of r esurfac lng together
W 1 tn a:lY ob] ectlons or protests, If any, WhlCh may be raIsed by
any of the property owners llable to be assessed for the cost of
such resurfaclng and any other lnterested persons.
SECTION 3.

SECTION 5.
The Clty Clerk shall certlfy to the
adoption of this Resolutlon, and thenceforth and thereafter, the
same shall be in full force and effect.
