Background In March of 1985 staff was approached by resldents whose property is adjacent to Ozone Place North (the alley between Ozone Street and Navy Street from Llncoln Boulevard to Highland Avenue) regarding resurfaCing the badly deter 10ra ted alley. They complained that a recent gas company project added to the problem. Staff worked With the residents and the Southern California Gas company to resolve the sltuatlon. The Gas Company contributed $3,500 towards the resurfacing of the alley. An assessment dlstrlct was proposed to be formed to pay for the remalnlng cost of the work. Property owners were glven a cholce of the type of pavement used to resurface thelr alley. After several neighborhood meetlngs, the resldents chose to resurface the alley With 1-1/2" of asphalt for an approximate cost of $100 per 25-foot lot rather than to reconstruct the alley at a higher cost. The total cost of the proJect was estimated at $12,000. 7-C DEe 1 0 1985 ~ , . . A publl.c hearl.og was held 00 July 23, 1985. No protests were recel.ved and the Councl.l adopted a resolutl.on to proceed wl.th the work. The proJect is complete and assessments are now due. On November 26, 1985, the Cl. ty Councl.l adopted a resol utl.on to hold a publl.c hearlng cOnfl.rmlng the asessments for December 10, 1985. Budget/FlnanClal Impact The actual cost of the proJect is $11,360 and approprlatlon authorl.ty l.n the amount of $12,000 1S In Account No. 01-770-421-000-919. Slnce the Gas Company contr l.buted $3,500, $7,860 wlll be assessed to the property owners. An average 25-foot lot will be $89.25, whl.ch 1S less than the $100 orig1nally proJected. Assessments collected will be deposl.ted 1n Revenue Account No. 01-906-124-000-000.
